TERRI PEDERSON JUNEAU A 33-year- old Milwaukee man entered a not guilty plea Wednes day after being accused of causing a rollover crash that injured two of his young children. Tory J.

Agnew faces felony charges of two counts of operating a motor vehicle while intoxicated causing injury with a minor child in the vehicle and two counts of operating with a detectable amount of restricted controlled substance in his blood, causing injury with minors in the vehicle. He could face up to eight years in prison and a $16,000 fine if convicted of the charges. According to the criminal complaint, the Dodge County Office responded to a rollover crash on Interstate 41, about a mile north of Highway 28, Sept. 27. Two small children were ejected from the vehicle.

A doctor was on scene and noted a 3-year-old child had a head injury. The doctor was told that Flight for Life was called to the scene, and he asked for a second helicopter for a 6-month-old child. The children were flown to American Family Hospital in Madison. A third child, a 1-year-old girl, was not ejected during the crash and was not injured. Agnew allegedly admitted to driving the vehicle.

He said he drove close to a construction barrel and hit his brakes but they did not work. Another witness said the vehicle's brakes were working on that day. Deputies could smell an odor of marijuana coming from Agnew. A witness also said that Agnew had smoked marijuana when they were in Milwaukee before leaving to travel to Fond du Lac. A blood test was completed and marijuana showed up in blood.

Agnew is scheduled to have a telephone scheduling conference with Dodg County Circuit Court June 4. Milwaukee man pleads not guilty in rollover case KEN THOMAS WAUPUN There were no new faces on the Waupun City Council during its organizational meeting Tuesday night, but oaths of office were administered to re-elected mayor Julie Nickel and incumbent al derpersons Pete Kaczmarski, Nancy Vanderkin and Mike Matoushek by city clerk Angie Hull. Jason Westphal was named council president after a secret ballot vote. There was a change in Mayor Julie committee lineups for the coming year with Ryan Mielke requesting another term on the Utility Commission. He had been designated as a member of the Police and Fire Commission, but with the approval was returned to his former post.

Bobbie Vossekuil, who had been appointed to a spot on the Utilit Commission to replace Mielke, was removed from that post. The vacant seat on the Police Fire Commission is expected to be filled by mayoral appointment at the May council meeting. Mayoral appointments were approved with a unanimous council vote. Those committee lineups are listed as follows: Council member of the Negotiations Committee are Vossekuil, Mielke and chairman Westphal. Members of the Board of Public Works include Matoushek, Mielke and chairman Kaczmarski.

Citizen members of the Board of Review (five-year terms) are Fred Mollien, Don VandeZande, Richard Steinbach, Jan Harmsen and Virgil Turk. Council members of the Utility Commission (five- year terms) are Westphal, Mielke, Kaczmarski and citizen members Joel Heeringa, Mike Thurmer, Jeff Homan and Dave Gerritson. Members of the Plan Commission (three-year terms) are Matoushek, CDA member Derek Drews, and citizens Jerry Medema, Fred Lueck and Elton Ter beest. Members of the Police and Fire Commission (five- year terms) are citizens John Forsythe, Mike Thurmer, Carole Cronin, John Bett, Tara Rhodes and a yet unnamed council member. Members of the Transit Committee (one year terms) include Vanderkin, Kaczmarski and Mielke.

Members of the Zoning Board of Appeal (three- year terms) include citizens Mark Nickel, Dick Walters, chairman Frank Mesa, Dylan Weber, Jon Dobbratz and council member Matoushek. Members of the Library Board include Matoushek and citizens Bev Martens, Claudia Waskow, Sandy Rohrer, Steve Procise and Jan Sullivan. Members of the Recreation Board (three-year terms) include Vanderkin and Westphal and citizen members Jan Harmsen, Rick VantHoff, Jane Neevel, Amy Ewert and Larry Sullivan. Members of the Board of Rights (three-year terms) include Vossekuil and citizens Sandy Buchholz, Sylvia Landall and Linda Nickel. Members of the Business Improvement District (BID) Board (three-year terms) include citizens John Karsten, Jeff Riel, Teresa Ruch, Jan Harmsen, Krista Bishop, Al Verhage, Wayne Buteyn, Rich Matravers, Jack Dunham and John Theune.

Members of the Community Development Authority (four years after initial term) include Vanderkin, community members at large Derek Drews and Jill Vanderkin, downtown business owner Sue Van deBerg, BID representative Karsten and downtown property owner Cassandra Verhage. Karsten was approved as a CDA representative on the CDA Housing Subcommittee. Members of the Americans with Disabilities Act (AD A) Committee include DPW board member Vossekuil and recreation board member Rick Van tHoff. Waupun mayoral appointments approved with small change Nickel DAILY CITIZEN STAFF JUNEAU Curt Arndt was sworn in as a Juneau City Council member Tuesday night for the second time in two months. This time around, he got a two-year hitch.

Arndt, who was sworn in Feb. 13, to replace Alderman Adam Smerecki representing the second ward, also took the oath of office at the annual, reorganiza tional meeting Tuesday after winning a write-in decision April 3. 46 write-in votes edged 42 write- ins garnered by former Juneau Utility Superintendent Tim Hayden. Arndt was one of three of the six members who stood for re-election April 3, and his tenure now is secure until April, 2020. committee assignments, like every other council did not change from last term.

On the board of review, Buske, Braun and Gratton will serve as regular members, while Marose, Arndt and Chase are alternates in an inversion of last roster. Board of review has been scheduled for May 22 from 6-8 p.m.

Wegener noted he and Juneau Valerie Knetzger have been trained to conduct the board of review, however, he said his certificate of training will lapse before May 22. Wegener invited any councilmember to take board-of-review training and become certified. Juneau council keeps committees intact Arndt JONATHAN STEFONEK The Columbia County District Office filed felony charges against two 21-year-olds Wednesday and police released a video of the suspects assaulting two Portage police officers. Jacob Hellenbrand-Bell, of Waunakee, and Olivia Boomsma, of Rio, are being held in Columbia County Jail, facing felony charges of battery to a law enforcement officer. Hellenbrand-Bell is being held on $75,000 cash bond, while Boomsma is being held on $50,000.

The district office released the crim inal complaint and video Wednesday. According to the complaint, Officer Brian Lowenhagen and Sgt. Eric Walters were dispatched Monday night to the Ridge Motor Inn for complaints of a man in a truck up in the then confronting motel patrons, making them feel unsafe. Patrons told police the man had been frequently seen at the motel speaking with Boomsma, a front desk clerk. When questioned, Boomsma told officers the man was her ex-boyfriend and provided a name other than Hellenbrand-Bell.

The board may require objections to the amount or valuation of property to be submitted on forms approved by the Department of Revenue, and the board shall require that any forms include stated valuations of the property in question. Persons who own land and improvements to that land may object to the aggregate valuation of that land and improvements to that land, but no person who owns land and improvements to that land may object only to the valuation of that land or only to the valuation of improvements to that land. No person may be allowed in any action or proceedings to question the amount or valuation of property unless the written objection has been filed and that person in good faith presented evidence to the board in support of the objections and made full disclosure before the board, under oath, of all of that property liable to assessment in the district and the value of that property. The requirement that objections be in writing may be waived by express action of the board. 5.

When appearing before the board of review, the objecting person shall specify in writing the estimate of the value of the land and of the improvements that are the subject of the objection and specify the information that the person used to arrive at that estimate. 6. No person may appear before the board of review, testify to the board by telephone, or object to a valuation if that valuation was made by the assessor or the objector using the income method of valuation, unless the person supplies the assessor with all the information about income and expenses, as specified in the manual under s. 73.03 (2a), Wis. that the assessor requests.

The board shall hear upon oath, by telephone, all ill or disabled persons who present to the board a letter from a physician, surgeon, or osteopath that confirms their illness or disability.
