Stephens Tax Collector of Robeson County ahead," Legates said. CAUSES He attributed the situation to: --A decline in resources provided for agricultural research and development, especially for investigations oi a a biological processes for transfer to agricultural production. --Inflation, which has resulted in reduction of scientific manpower and erosion of facilities and support. i a and regulatory concerns which have diverted scientific effort away from productivity increasing efforts. --Energy restrictions and costs which slow increases in labor efficiency.

"Historically, American agriculture has been remarkably strong. It is important that it remain so," the NCSU official said. KEYAREAS To accomplish this, he said, there are key areas where fundamental as well as applied research must be undertaken. "We must learn how to capture solar energy more efficiently in our plants through photosynthesis. In its simplest context, agriculture represents the collecting and storing of solar energy as food energy in plant and animals products," Legates said.

Improving the nitrogen fixing capacity of plants to reduce dependence on manufactured nitrogen is a high priority need, he said. Special research on cell culture and cloning to extend the reproductive capacity of genetically superior plants and animals "appears on the horizon of realization," the dean added. Legates said attacking each of these areas will require a calculated new investment of funds, manpower and faculties. Past investments, he said, have been responsible for undergirding our abundant and wholesome supply of food and other benefits which have spilled over generously to all segments of society. "The search for answers to these problems will require a substantial long-term commitment," the agricultural official said.

"Nevertheless, Iheir solution can help to mediate food costs, contribute to a favorable balance of trade and provide an essential reserve capacity for food production to meet our own and urgent world food needs." Legates expressed special cc.icern over attracting and retaining qualified manpower to continuing agricultural research and development. He said shortages of scientific manpower for agriculture now exist in several fields. "More persons with exceptional competence must be attracled to professional careers in food and agriculture sciences. Stronger support for training and research in these areas is necessary to encourage such a trend," Legates said. Summer Grasses Could Fill Gaps In Robeson County, livestock producers are often faced with periods of low forage production as a result of the growth habits of perennial grass crops such as fescue.

During hot weather, fescue is dormant, and produces very little growth. Therefore, farms that are not suited for coastal bennuda production are faced with a serious shortage of forage during the summer. According to John G. Richardson, Agricultural Extension Agent, probably the best way to overcome the summer grazing gap is to plant a summer annual grass crop. The summer annuals that are best suited for our area are sorghum-sudangrass hybrids and pearl millet.

When properly managed, these summer annuals can supply ample grazing throughout the summer. Pearl millet and sorghum- sundangrass hybrids produce rapid growth, so if possible, plantings should be staggered and rotational grazing practiced. This system permits plants to make rapid regrowth and ensures high quality forage. Cattle should be turned out to graze these summer annuals when the plants have grown to a height of 18 inches. After plants have been grazed to a height of eight inches, the animals should be removed to allow the plants to regrow.

These summer annuals may be severely damaged or killed if they are excessively overgrazed. MANAGEMENT Both pear! millet and sorghum-sudangrass hybrids are capable of producing high quality forage that will yield 15 per cent crude protein and 60 per cent TON. However, if allowed to overgrow, these grasses become fibrous, pallitability is decreased and potential total yields are restricted severely. Therefore, one of the major keys to successful pearl millet or sorghum-sundangrass is prudent and timely management of these grasses. When grazing sorghum or surghum-sundangrass, certain precautionary measures should be taken.

Prussic acid poisoning is known to occur when cattle graze young sorghum-type plants or when plants have been stunted due to frost or drought. Therefore, when these conditions exist, animals should be removed from those stunted areas. Prussic acid poisoning is not a problem with pearl millet. Lydell Mitchell, now a star running back for the Baltimore Colts, holds the all-time rushing record for Penn State. He gained 2,934 yards in three seasons.
