Chief Justice Roiiiiin, in his charge to tho Grand Jury, said that the powers delegated to them were so often repeated that it was hardly necessary for him to Instruct them in their duties. '1 hey would have to enquire diligently and carefully into the evidence which they would hear In support of each charge mado.

When they were satisfied a prima facie, case was mado out it was their duty, through tho foreman appointed for that purposo, to return a true hill. If, on the contrary, the evidence oiler. ed was not sufficiently strong, it would bo thulr duly to return no hill iu that case. Ihey would hear in mind that thev were not hound to exhaust the list of witnesses, in most cases two or three would bo suffi cient to establish whether the prisoner should bo brought to trial before tho petty jury or not. lie also warned them agitinst accepting any pleas in excuse or exoneration of the olTeiico charged to the accused, the law requiring Hint all such must be heaid iu the open court.

If a true bill wore found iu any case it would be tho duty of the foreman to record tho tact above his signature upon the indictment. They would remember that it was not necessary for the whole twenty-lhreo jurymen to agree Iu order to return a true bill twelve of the whole must agree. Con sequently they would never sit in judgment on a caso with less than twelve of their num ber present. He hail great oleasuie in con gratulating them on (lie small number of prisoners, appearing on the j.ul calendar for trial during the present litriu. During the past two or three sessions of the court there hail been a remarkable diminution in the number of offences on the docket, and he hoped that it might be regarded as un encouraging sigu of improvement in the morals of the community.

None of the offences needed any special notice excepting one. Ho referred to the recent minder of a stranger in the city by a fellow-traveller, whose caso would come under their consideration. It would be their duty to enquire particularly into the circumstances of this crime, and ho thought they would be unanimous in returning a true bill against the prisoner. The law was most plain in instructing grand juries to return true bills against persons committed for murder. The other cases on the list were of comparatively minor importance, and it was unueco-isury to call their attention particularly to any of them.

Another important duty which they would have to perform was to report and make re commendations concerning current abuses and be hoped they would execute this part of their labors faithfu ly and conscientiously. He regretted that In a neighboring district, recently, grand jury had not mado any representations to the court because those made by their predecessors were not acted upon. He wished them to understand that though their recommendations might not aud indeed in nmnv cases could not be cur- ied out immediately, yet their trouble ex pended iu making them was not lost. Some day, sooner or later, they would bo sure to see their advice token in whole or in part. In tho cases brought before their notice they were to accept only that evidence which was strictly legal, rejecting that which was hearsay.

The usual visits would he paid to the penal institutions mid the asylums, and they would ho required to make, in their presentment to the Court, a report of the condition in which they found them. In conclusion he reminded them that they were bound to keep strictly secret whatever passed in the Grand Jury room. Tho address was then repeated In French after which the jury retired and entered at once upon their duties. The petty jury roll was called after which the Court was uilj iurned until 3 in the afternoon. THUS DIMS.

Upou Mr. Wholan being called upon to plead, Mr. Doiikrtv, for the defence, asked for delay of ono day before pleading, in order that lie might have an opportunity of exam inmg tho indictment. Mr. Rakkv, who appeared for the nrosecu tlou, said he had no objection to a short do lay being accorded the defence for tho pro partition of their case, hut he regarded it as an unusual course for an accused to pursue, to ask for a delay when called upon to plead.

Mr. Dohkrty said this was not a public prosecution, and It was a caso where the accused had a right to Hie a special plea of Justification, which was dllleruut from a Sim pie plea of guilty or not guilty, Thoy wanted to examine the accusations against tho de fendant before pleading.
