Our view of the case is sustained by tbe statement made to the Washington cones, pondeutof the Herald by Mr. Dockery, of Missouri, a Democratic member of the House Committee on Appropriations, and finds further support in statements printed in our own Washington despatches this morning. Mr. Dockery is recognised as an active, painstaking and candid man, whose authority in such matters Is gonorally respected on both sides of the House. Following is his comparative statement of the appropriations of the fifty-first and the fiftieth Congresses respectively FlAty-flrst Fiftieth Congress.

It la due not so much to any small number of great Jobs as to the reckless extravagance In every direction.

More than one-ball the excess Is distributed as follows Post office, (23,000,000 sundry civil, 000,000 naval, miscellaneous $12,000,000 and in tbe general draif-net of the Dftidenry $31,000,000. To sach extravagance there can be but one end a deficit. Mr. Dockery estimates that In Inly, 1892 on the eve of the Presidential election, by the way the deficit in the Treasury will be over $08,000,000. If It thould be much lees than that and still cxlfct, hi it most assuredly will, the accounting with the people will be a memorable one.

Hhe v. us put up for sale and sold to the Hpanlsh Government, retaining Captain MeOougall as commander, remaining In charge tor several years, coming back to tiuelwo with high honors from the Spanish Government. Hhe was actually the HrNt steamship to flio a gnu la action, which 1b something of an honor for (Quebec.

Now as to her being the first steamship to cross the Atlantic, there can be no doubt, as the was built expressly for a "sea-going steamship." I hud not the slightest Idea of her (allure to reach London as a saa-golng steamer. Klght here li me U-ll you, though! WHHoniy'JI years old, I was fully master of my business, as Mr. Simmons said when ho spoke to me about going out. 1 asked htm the uuesthm, Do you think mo capable 1 1 am so young." "James, If 1 did not think you capable 1 would not recommend you." That was enough for an ambitious youth as I was; 1 had been lit the actual bullulng, as assistant foreman to Mr. Wm.

Hlmmons, ot Uruenoek, Heollaud, with whom 1 served my aanrentioo-shlp, of four such vessels as the Royal William, to cross llio Irish channel, where no rougncr seaean hi-, having made the trip to Iieliust In one of them myself. 1 Was ulso loieman apprentice, In my last year, In building a steam yacht of the same style as the Koyal illiam, of 400 tons, but much sharper, for Don l'edro. I merely mention these facts to show 1 was duly Uallllod. It was during that time I was spoken to by Mr. Hlmmons to engage to go to Uuchec'to superintend the building ol the Koyal William.

1 Miitll now explain why 1 think the Royal William Is emit led to tho credit of having been the first steamship to cross the Atlantic, because the havuuan snip American) was a lull rigged packet ship, built for asulllngslilp, bin by some ambitious desire of the owner, he conceived the Idea In lull), fourteen years prior to the Koyal William, to lit till a small steam engine on the deck of that ship, and hud It so constructed that sirialf wheels wero put on the shaft, which In stormy weather could bo easily unshipped and hoisted on deck and to be used only In tine weather, thus he was only experimenting on the adaptation of steam for propelling on tbe ocean. He seems lo have got sick of the experiment, for on the return of the ship the engine was taken oil and laid aside to let the Royal William, fourteen years afterwards, and the Canadian public, show to your Yankee cousins how steam could adapted to ocean navigation. Mr. Campbell, trusting thlssketoh of mine about the Royal William and Kavanah may lie sullicleiitly authentic, 1 shall conclude, trusting you may be, as 1 am, in perfect good health, and that you may live for many years to come to enjoy ho world ail best we can. It Is proposed to have a Royal Naval exhibition In London, England, In May next, of which our (iraclous Queen Is I lie patron and lie Prince of Wales Is president. Knowing that th model of the Koyal William was In possession of the Literary and Historical Ho-clety of Quebec, I considered, as the Navigation committee of said exnlbillon gave out, that they hud arranged "to have a complete and historical collection of objects connected with navigation on exhibition;" that the model of Hie first steamship that crossed the Atlantic would be an object worthy ot attention, and therefore moved at the annual genera! meeting ol the society In Januaiy latt, seconded by Mr. W.
