All motorists in Ontario who are convicted of a charge arising: out of an accident will be forced to take out liability Insurance if a bill, Introduced today In the Legislature passes. Justice Hod- gins who Investigated the whole question of compulsory automobile insurance and who made an Interim report to the Government two weeks The bill, which was Introduced by Hon. George S. Henry, Minister of Highways, said: "The drivers' licen Bes and owners' permits of any per son who has been convicted or has forfeited his bail after having been arrested for the following offences will be suspended and will remain suspended until he has given proof of the registry of financial responsibility." The following offences were noted. Reckless driving, racing, speeding, deserting the scene of an accident, driving without a licence or for any offence against public safety on the highways designated by -the order in-council. Another bill introduced by the Minister of Highways would set aside $3,000,000 a year for a five-year period for highway improve ment in addition to.

all other sums previously appropriated by the Legislature. A similar bill was passed by the Legislature five years ago and, as that period, has lapsed, it was necessary to reintroduce the measure. The House was engaged mostly in dealing with second and final readings of bills. Second readings were given 15 private and Government bills and others received second readings. Among the bills which were passed were private bills relating to Guelph, Stratford, Forest Hill, Thorold, Sarnia, Burlington Beach.

Sudbury, Chatham, the Township of Teck, St. Andrew's United Church, Martintown, and the incorporation of the Niagara Peninsula Sanltorlum Association and of the Welland County Ship Canal Industrial Area Commission. Hon. George S. Henry, exhibited In the Legislature one of the new signs which will designate the provincial highway system.

That some brokers on the Standard Stock and Mining Exchange in Toronto have made Imperfect transfer tax returns to Ontario Government was disclosed before the public accounts committee of the legislature. J. T. White, K.C., Controller of Revenue, said that such conditions had. been disclosed through inspectors working under him.

It would take 100,000 men to audit properly all the returns of every transaction on Ontario exchanges, he said, adding that he was forced to rely largely on the honesty of the brokers for the tax returns. The committee, after hearing Mr. White's evidence adjourned until Monday. About three years ago, the Legislature deleted from the annual returns the necessity of filing a list of shareholders in a company, Mr. White said.

He did not agree with Hon. W. B. I Sinclair that this did away with a valuable channel of information. There have been no penalties Imposed for non-payment or delayed payments, Mr.

White said. There were no cases of deliberately trying to evade paying the tax, in every case there being a sound reason or excuse. There was no list of companies in arrears. REPORT BROUGHT DOWN Education Commission Recommends Changes in P.E.I. Charlottetown, P.B.I., March 19.

The report of the Royal Commission of Education was brought down in the provincial Legislature today. The report calls for changes in the educational administration now in force In the province, increases in teachers salaries and amalgamation of small schools. The commission was appointed by the Saunders Government last year and was under the chairmanship of Cyrus J. MacMlllan. The other commissioners were Nell McLeod.
