About 6,000 ladies garment workers who went out on an illegal strike Tuesday are expected to return to work on Monday following an arbitration award ordering an end to the walkout. The Montreal Dress and Sportswear Manufacturers Guild was granted the order yesterday by arbitrator Sen.

Carl Goldenberg, who confirmed the strike violated contracts which expire in 1983. The workers, members of the Internation-al Ladies Garment Workers Union, refused to enter about 50 of the About 60 highly-skilled welders have rejected a special government offer aimed at getting the Trans Quebec and Maritimes natural gas pipeline, already behind schedule, under construction. The line has been stalled at Lake of Two Mountains for a week as the welders hold out for parity with their counterparts in the rest of Canada. Labor Minister Pierre Marois offered $17.55 an hour $2 over the amount stipulated in a province-wide contract but $1 under the going rate in the other nine provinces. Marois' office said yester day he would not offer a.ny more, Officials for the pipeline company refused to say whether the delay will force a suspension of construction until next year.

On Thursday, company vice president John Archambault said that if work is not underway by Monday it will not be able to complete the line under Lake of Two Mountains before winter freeze-up. A delay would cripple the quick implementation of federal subsidies to homeowners and industries converting to gas heat from more expensive oil. "If the welders don't get to work very soon the program will have to wait till next year," said Gaston Longval of Gaz Metropolitan Inc. Top welders' wages in the nine other provinces are governed by the National Pipeline Agreement (NPA). The agreement does not apply in Quebec, where construction contracts are negotiated separately.

On Thursday, the welders' union, Local 144 of the Plumbers and Pipefitters, an affiliate of the Quebec Federation of Labor (QFL), turned down the offer by Labor Minister Marois to boost the standard Quebec rate of $15.57. "We examined mutual areas of interest during the meeting and we are not satisfied with what exists," Mauroy said. "There will be innovations in addition to traditional exchanges." Morin indicated that economic and technological co-operation will be in the forefront of increased exchanges, especially high technology and alternate energy innovations. Mauroy also hinted that a solution had been found to the thorny problem of Quebec representation at francophone conferences.

He said there will be an attempt to revive the summit of francophone nations. The meeting in Dakar, Senegal, was cancelled last December. The summit conference could be convened by the Agence de cooperation culturelle et technique, an agency in which Quebec holds independent status, the two politicians suggested. The French prime minister accepted an invitation from Morin. on behalf of Premier Rene Le-vesque, to visit Quebec early next year.
