The 7th District congressman, •who returned recently from a round-the-world trip as a member of the House Military Affairs Committee, said some people believe that because of the world situation Amricans must be either "rabbits or moles"—able to run into a bomb shelter very quickly or operate entirely underground. Bray said he did not think this was true. But he said it is up to local officials who administer the civil defense program to provide adequate defense agains* any attack. .-• . ••..'•• State Adj.
