In a close contest tney would count. In an electoral revolution they sink into unimportance.

On Tuesday the American people repudiated more than the Hoover Administration. They repudiated the post war regime because it had failed to insure them work, security, peace, and order. It is true that "the depression" was the immediate cause of the immense stampede of Republicans from the ranks of their party. But that stampede took place under the call of men who toll the voters that the system of policies pursued during the past decade was that a decisive portion of the electorate came to the conclusion tha the controlling policies of the lat decade had been proved to be dis astrous and that the crisis demand ed what Mr. Roosevelt called new deal." To Mr.

Roosevelt has been given a national mandate to revise thoso policies. i The Republican system; which came into effect with the election of Warren Harding, has been repudiated not so mu6h because the voters have a reasoned disapproval of its component principles as that they are in rebellion against its con sequences. That system was constructed in 1920 by the astute poli ticians who engineered the election of Harding. The system had three cardinal principles: a refusal to take any further part in settling the war, a determination to pursue v. policy of ruthless economic nation alism, and support of prohibition The first two of these principles played a mighty part in aggravat ing a normal business depression i into a world wide economic disloca i tion.

For the policy of isolation condemned the world to the prolonged agony resulting from its in ability cither to enforce or to amend the settlement which had been dic tated to the vanquished nations because of the American intervene tion. The policy of economic na tionalism, which the United States initiated and other nations have imitated, that is to say the policy of prohibitive tariffs, aggressive expansion of exports, and collection of war debts Upset the normal relations between creditor and, nations. perverted the ordinary course of trade, destroyed the stability of currencies, and helped greatly to inflame the world wide commercial war which is now raging. The third principle, the support of prohibition, brought as its result a volume of corruption, of lawlessness, and of waste of publicity money without parallel in our history. Mr.

Hoover did not make this system of policies. He inherited it from his predecessors. It is against the consequences of those policies tnat, tne voters naye made, their protest. i The problem before Mr. Roosevelt is not a simple one.

Luckily for him the public has not been taught to look upon him as a superman.

His abilities have if anything, been underrated. Luckily for him he can remind his party that they have won not on their own charms but because there was a rebellion among the Republicans. Luckily for him he has not made or had to make very many specific pledges to the voters which will rise to plague him. He has ample Dower. He is frpp to draw around himself the ablest ana most disinterested men he can find.

He has the chance to brine security to his fellow men and to rise to greatness because the opportunity is great. His good will no one questions. He has proved that he has the gift of political sagacity. COMPLETE STUDY OF STATE AND U.S. FINANCES OFFERED Major Portion of Taxes Spent For Education, Welfare and Roads General Edward Martin is rires ident of the National Association of State Auditors, Comptrollers and Treasurers, which will meet at Richmond November 15 to 17, inclusive. Under direction of the Bureau of Audits or the State Treasury there has been prepared for the conven tion an elaborate and interesting brochure which contains much of nistoric interest in addition to the program of the convention.

There are many items of interest which include the cash receipts of states and their cash disbursements, their bonded indebtedness, public debt of the Federal Government and taxes collected by local governments, with a comparative statement of govern mental expenaitures ana the national income. Itr is, in short, a compendium of financial information that should be of incalculable benefit to all who have to do with financial affairs in this country. Illustrations include a map of Virginia, portraits of the officers, views of the National Capital, national shrines and national activities. Foreword by Gen. Martin In a thoughtful foreword General Martin points out that economy and efficiency in government are de manded by the taxpayers as a result of the depression and further emphasizes that the members 6f the association are in advantageous po sition to point out 'Places where economy may be practiced and effic iency in government improved.

He nicewise indicates that the major portion or taxes collected are used for education, welfare and roads. One session of the convention will be devoted to each of these subjects. in view oi this round table discus sion the compilation of the data contained in this booklet will further the work of the convention. Details for the statements of cash receipts' and disbursements were verified by an official of each State and the data with respect to taxes collected by municipalities are from the 1922 report of the United States Bureau of the Census. Similar in formation for the present decen nium will not be distributed by the Federal Government until 1933.

Permits Comparisons General Martin believes that the; aata collected from ihe various states should aid in comparing the various tax systems and public expenditures particularly with relation to industry. He declares fur ther that increase in the cost of government should be, a stimulant to every American to aid in the plans of governmental economy and efficiency, adding that the greatness oi tne united states is tnrougn tne strength of its citizenship. In his judgment the American Government was never intended to direct the lives and control the ef forts and desires of the individual. "This government," adds General Martin, "was created to serve a free people and to enable, them to establish tolerance, to stamp out abuse of power, to combat poverty, to maintain equality of opportunity and to strive nonestiy lor individual ideals."
