Richardson represented his childhood neighborhood of Germantown in the 201st District in the House, where he was the fourth-ranking Democrat and most senior black member. Smith swore that he appeared before Liddick with the owners of the 237 vehicles -to execute the transfers, according to the criminal complaint However, the complaint said the transfers of the titles were done in one sitting and without Smith's presence.
