orsyth flunked the test of leadership ATLANTA Ga (AP) Gov Jimmy Carter said today Geor gia will charge 11 school bus body companies and two indi viduals with price fixing in a federal court suit seeking more than $15 million in damages Carter said he authorized the legal department to file the suit after investigations by both the state attorney gener office and a legislative committee The legislator who did more than others to bring the new Board of Governors into being it was the present chairman of the Republican party Rep Jim Holshouser of Boone chairman and as a pros pective candidate for governor Holshouser might have tried to use this highly volatile issue to his own or to his ad vantage at the polls a resident and repre sentative of Watauga County the seat of Appalachian State University he might have succumbed to regionalism and fought for more local control of our institutions of higher learn 1 ing did neither Instead he worked quietly to introduce the idea of the strong governing board to influential legislators and officials a member of the joint higher education committee Holshouser helped to draw the basic outlines of the new system which the legislature later refined and approved And during the special session itself he performed ably in explaining the governing board system and in helping to line up votes for it" There is more but these paragraphs illustrate the points we want to make irst we want to say that we like Jim Holshouser and respect him as an individual and because he groundbreaking ceremonies for new cottages at Camp area this morning aft er an inch by inch check of the mile square area failed to find a man wanted in the shooting of a deputy sheriff Spokesman said a force of nearly 100 men started into the area at dawn and by midmorn ing had combed it thoroughly without finding anyone They said they believed the fugitive was in the swamp about mid night because one Catawba County deputy heard noises and fired One man was arrested near the area during the night and charged with malicious assault on deputy Ted Elmore 39 more than 12 hours earlier El more was found by a passerby after he had radioed earlier he was making a routine check on a car with Georgia tags The man in custody cap tured after the car was found abandoned was identified as Robert Brown 22 of Atlanta Ga and New York Catawba County Sheriff Dale Johnson said a state High way Patrol roadblock Thursday night stopped a car for a rou tine check at the eastern edge of Catawba County 10 miles from Newton and arrested two men on a charge of carrying concealed weapons He said the driver of that car identified as Daniel Perry Johnson 19 of Chattanooga Tenn was the registered own er of the car that Elmore had stopped and which was found abandoned near the swamp Sheriff Johnson said the other occupant was Paul Jamel Peterson 20 also of Chat tanooga Both were jailed in Hickory as was Brown The troopers who stopped the car said it contained arse They listed some items as about 1000 rounds of military type ammunition two loaded pistols a high powered rifle and a shotgun The officers said they found a bag containing 1000 new half dollars and another bag with about $2000 in change Elmore was reported in serious condition today in a hospital at Winston Salem where a spokesman said he had been conscious since an oper ation Thursday He was in the intensive care unit with wounds in his spine elbow and stomach Sheriff Johnson said the dep uty might be paralyzed Camp Dogwood Uplanger com mented on the spirit of the Lions Vietnamese column with rockets and machine guns by mistake killing eight South Vietnamese and wounding 21 the US Command reported to day A US communique blamed the South Vietnamese saying the gunships were supporting Vietnamese troops in contact with the enemy and ordnance on targets as di by the ground force The incident occurred on the central coast Thursday about 280 miles northeast of Saigon The Command said it was being investigated ield reports said the gun ships made four or five firing passes before they were warn ed off by ground troops in radio contact with them The US Command said there were no American advisers with the South Vietnamese battalion Initial reports said five of the enemy troops were killed in the ground fighting while the South Vietnamese suffered no casu alties from enemy fire It was the fourth firing acci dent reported in six weeks Also on the central coast about 100 miles south of the fir ing accident Communist forces ambushed a five truck US convoy killed orce Base about 7 am today killing 10 of the 11 crewmen aboard Maj William Worth base information officer said one crewman survived but was in critical condition and was being flown to an Army hospital in San Antonio Tex for treat ment of burns Names of the victims were not released immediately Bodies of the 10 victims were recovered from the wreckage of the four engine craft The crewman who survived was thrown clear Worth said Worth said the plane was leaving on a routine training flight and that it had gained some altitude before it crashed to the left of the runway and burst into Industry Expanding SOUTHERN PINES NC (AP) The North Carolina Board of Conservation and De velopment received a report to day which showed industrial development took a big upward swing in the state during July August and September The Commerce and Industry Division reported to the board that investments in new and ex panded industry during the three month period totaled $240 million This was an increase of $1024 million over the same pe riod a year ago The report showed the in vestments will provide jobs for 7553 persons Investments for the year through October totaled $5205 million New industrial jobs were created for 18519 The Board received re ports from other divisions as it opened its quarterly meeting in Southern Pines Gov Bob Scott is to speak at a banquet tonight The forest service reported that unsual amounts of rainfall during July August and Sep tember helped reduce consider ably the number of forest fires Only 36 were reported during the three month period com pared to 211 for the same period last year The 36 fires burned only 198 acres EARL BUTZ Eight Die In Attack In Policy WASHINGTON (AP) The Price Commission says frozen prices will be thawed just enough after Satur day to make up for new in creases in business costs That is the core of a complex cluster of price guidelines an nounced Thursday and aimed at keeping the average of all post freeze price increases down to 25 per cent or less Meanwhile the Pay Board completed work Thursday night on regulations to implement pay policies after the freeze ends at 12:01 am Sunday The regulations built around a gen eral 55 per cent ceiling on pay increases will be published in the ederal Register Saturday The Price Commission also announced: will remain frozen for the time being on existing homes and apartments must display con spicuous lists of freeze level prices of food and some other items where customers can compare them with new prices margins may not in crease after the freeze will be discounted for any increases in worker productivity increases in utility rates may in many cases go into effect when the freeze ends at 12:01 am Sunday However earlier scheduled increases in steel and auto prices probably will have to be junked unless they can be justi fied to the commission ord Motor Co Chairman Henry ord II said Thursday he will seek permission for appropriate price increases after studying the new guides The policy statement does not mean that all prices will increase by 25 1 per cent means that some prices will go down Some will not increase at all Some 1 will go up more
