FOUR THE. KOKOHO.TRIBUNE, FEBRUARY 6, I of UnlUd nur.d Kokomo. Act ot o- 1-HK KUKOMO i'KIBUNE 8-ouniHd IB THE KOKOMO DISPATCH In and PIBFTCH ConaolldaUd IB IM TRANSPLANTING THE JOBLESS. While the depression. was' still young, Stuart Chase was talking about technological unemployment, telling that-even if good could return over night with an business and industry at peak activity, there would still be millions of unemployed Americans.

Later, the recnno- crate said a good deal more along the same line. It-it obvious today that large numbers have little chance of getting back profitable work in their old lines. That is the fact behind the long-range plan-, to transfer thousands from stagnant industrial -centers, marginal farm lands and played-out mining regions to communities where new opportunities may be found, unless some such constructive program can be worked out, the giving of outright relief to.these groups may be endless. Says Harry L. Hopkins, federal relief administrator: "I think it is time for the government to explore such a situation in addition to giving relief.

If the fovemment is going to spend large sums of money, a substantial portion should be spent in constructive such as "kany plans will be studied in dealing with the prob- Jem. Hopkins believes the cost of transporting and possibly underwriting some of these groups for a while may cost "no more than we are giving them for relief, and yet it will be getting them onto a self-sustaming basis. There will be plenty of objections. Critics, will say it entails a loss of freedom, independence, initiative and similar virtues. Buf freedom! to become permanently unemployed, and dependent on public or.private appeals less to those it than to those who -look on from more secure positions.

GETTING BUYERS EXCITED. On the basis of attendance at automobile shows, and the interest shown and orders received, capacity production throughout the industry is predicted by, William Knudaen, vice president of General Motors. The industry, he adds, "has cleaned house.under federal supervision" and has also "given the public something to get excited about." Here is something for all business men to think ovei. Other industries, too. have cleaned -house under federal supervision, some willingly and others not so willingly, and arc now in better shape as, regards trade -practices and ethics than for decades.

But not all have given the public something to get excited about. What will excite the public to the buying point? Quality, cheapness, usefulness, beauty, novelty. The most effective method today, perhaps, is that which 'discovered and practiced long ago--produce something people war.t, and offer it to them less'than the current cost of production, reaping the profit as rising sales reduce costs. It takes courage, but this may be a time when fortune is particularly inclined to the brave. FOR SIMPLER JUSTICE.

The trial of the Touhy gang for the Factor -kidnaping in Chicago brought one innovation in legal practice wmcn, well might be copied'widely. Under a new Illinois court practice act, the judge instructions to the jury, after both sides had made their final- pleas were devoid of the complicated legal Verbiage which ordinarily make such instructions more or less mysterious to the layman. They were couched in plain, straightforward English, and instead of being read to the jury -by the they were printed and given to the jury to study, at its leisure. Any step in the direction of making legal processes simpler and mor.e direct is pretty apt to be a good and that is especially true of this one. A iury usually has a hard enough time in assessing the plain facts, in a long trial of this kind; its work can be lightened materially, by simplifying the judge charge and making it, not.

Here is another American especially to motor The Pan-American Highwav running south from Laredo, is almost fm' ishetl as'far as Mexico City, and that first big unit will be formally opened next October. The Mexican government wants President Eoosevelt and his cabinet to join the celebration. If the President cannot go, he will be represented by Secretary of State Hull, who is "sim'patlco" enough to get along very well with our Spanish-American many of the Cabinet as can break -away would doubtless should and probably will be, a long procession of American motorists taking advantage of this unusual opportunity to have a good time, make friends with the Mexicans and encourage the pushing -of the highway as rapidly as possible clear down to Chile and Argentina.

In the future we may become as familiar with Central and South be on the same pleasant terms-with them, as we are now. with Canada, MODERN FAIRY TALE. There is something oddly anachronistic about-that little news dispatch from Switzerland, telling how the Emperor Hailc Selassie of Abyssinia -just has bought a new three- motored Swiss airplane and is having-a throne installed in it. The emperor, it seems, wants to make some flights. But he sees no reason why a king who goes-up in the air should leave the trappings of royalty behind him on So he will have a flying throne--the first monarch in all history to carry his throne into the clouds, Now the.airplane is the very incarnation of modernism; and the throne is a veatigal survival of an outworn day.

The queer way in which the bustling present the distant past dovetail nowadays never was illustrated better in this queer business of Emperor nerial A NOVELTY IN ARITHMETIC.
