Well back in June the States ville Record Landmark carried a full page feature article by Mildred Huskins about the proposed develop ment of the Yadkin for park and recreational purposes This to our knowledge was the first public notice taken of a plan worked out by North Carolina State landscape ar chitecture students for the development of the Yadkin be tween 1 40 and 1 85 We had previously written the Department of Administration Raleigh suggesting that the river section in question be set aside for inclusion in the federal wild rivers program which as then constituted lacked any thing in piedmont North Caro lina We did not know at the time that Prof Porter and his students were working on their own plan for conserving the wild beauty of the river and at the same time making its scenic attractions accessible to the public What struck us most about the NCSU student plan was the fact that it could be implemented at very little cost to the state and since it is in the heart of the most heavily populated section of the state would make its use and enjoyment available to federal expenditures busing if it is ordered by courts Originally the resolution jected to busing and praised the US House decision last week to deny the use of govern ment money in busing students for racial balance But as Maryland Gov Marvin Mandel pointed out we use federal money it means that money has got to be found by the So at the suggestion of South Carolina Gov John West the resolution was amended to say that a prohibition on ex penditure of federal funds not be adopted without a uniform policy by all branches of the federal govern Govs Linwood Holton of Vir ginia Dale Bumpers of Ar kansas and Reubin Askew of lorida were among those ab sent when the antibusing vote was taken Another position taken by the Dixie executives was that the United States should not make any moves toward dis armament except as part of a two nation or a multi nation agreement Such an agreement they said would have to in clude adequate system for controls and The United States the gover nors said is this moment dangerously close to an inferior position in many areas of mili tary strength In another resolution the governors asked for a congres sional investigation of tax ex empt foundations which may be eroding the tax base and forcing some citizens to pay disproportionate amounts I Gov Luis erre of Puerto I Rico was elected chairman of i the conference in 1972 and West was named vice chair man Is Chairman RALEIGH (AP) Gov Bob Scott who endorsed Sen Ed mund Muskie for president nearly a year ago has been named chairman of the Maine campaign in North Carolina Washington nouncement said a similar announcement would be made in Raleigh to day Scott was one of the first gov taken separate steps to continue US foreign aid but doubt remains either move can be completed before the current program ex pires Nov 15 The Senate late Wednesday passed a sharply reduced $11 billion economic aid bill for the remainder of this fiscal year by a vote of 61 to 23 Senators today consider a $12 billion military aid meas ure second portion of a two part package designed to re place the $29 billion aid bill re jected by the Senate on Oct 29 The administration has asked a total of $14 billion The House meanwhile passed and sent to the Senate an interim funding resolution to provide money until Congress adjourns for several federal chiefly the Pentagon the Agency for International Development (AID) which runs the foreign aid program the Office of Economic Oppor tunity which administers the anti poverty program and the District of Columbia Present authority for all of them ex pires Monday But Chairman Allen Ellen der La said he even call a meeting of his Senate Ap propriations Committee to con sider the continuing resolution passed by the House Meanwhile the General Ac counting Office ruled that un spent foreign aid funds be used for administrative ex i penses in most cases so AID will have to close up shop un less Congress acts by Monday That ruling prompted Sen ulbright Ark chairman of the oreign Relations Com mittee to offer a surprise reso lution late Wednesday that would pay the salaries of AID employes pending approval of the regular appropriations bill But Republican Leader Hugh Scott who favors the broader continuing resolution objected Senate consideration of the military aid bill promised to produce stiffer opposition than the economic measure on which only a handful of floor amendments were offered $71 Billion Requested WASHINGTON (AP) House Appropriations Com mittee today cited magni tude and of the Soviet military buildup as it approved $71 billion in new financing for the Defense Department The money i's for use during the current fiscal year The committee cautioned against when the money bill reaches the House floor next week It said the $25 billion it lopped off the $735 billion requested by the President would not adversely affect essential programs The new funds would provide for 25 million active duty mili tary personnel by June 30 1972 and 11924 active aircraft and 396 active warships including 16 attack carriers New warships to join the fleet this year include six nuclear attack submarines with five more to be con structed Active duty military By Unions MIAMI BEACH la (AP) Organized strong oppo sition to new federal wage lim its is shaping up as an early issue in the 1972 presidential election and most union chiefs are already virtually com mitted to trying to oust Presi dent Nixon from the White House The 1972 Southern Governors Conference will Hilton Head and co sponsored by North Carolina and South Carolina rom left are Gov Robert Scott of North Carolina Gov Luis erre of Puerto Rico and elected chairman and Gov John West of South Carolina named vice chairman erre and West were named to their new posts Wednesday in the final session of the conference in Atlanta Ga (AP Wirephoto) ATLANTA Ga (AP) The Southern Governors Conference has called for a uniform policy of busing for school desegregation and urged that federal funds for busing not be cut off until such a policy is made The governors who ended their three day conference Wednesday went on record as being opposed to busing But they agreed that they should favor for the Campaign Is Halted WASHINGTON (AP) Sen red Harris of Oklahoma says he is broke $40000 in debt and out of the Democratic presidential campaign His withdrawal after a cos tly six week campaign could leave Sen George McGovern of South Dakota and Mayor John Lindsay of New York as principal rivals for liberal Democratic support in early primaries next year Sen Edmund Muskie of Maine remains the frontrunner the man to beat for any Demo crat who wants the 1972 presi dential nomination Muskie told a news confer ence in Billings Mont: sorry red go on but it is difficult to evaluate the im Harris quit the race saying he is not satisfied with any of the other prospects but have the money to challenge them And McGovern now the only announced Democratic candi date said the early dropouts of Harris Sen Harold Hughes of Iowa and Sen Birch Bayh of pleased to discover that the entire full page article is repro duced in the current issue of the Landscape Architecture maga zine together with an article by Prof Porter We are a little chagrined of course that the editors of the national magazine locate the Statesville Record Lahdmark in South Carolina but then worse' things have happened to us Davie County is no longer in the district which we represent but that does not mean we no longer have any interest in the development of the Yadkin river which forms much of its eastern border We hope Prof Porter and his students and the publicity which their efforts have brought about carry enough weight to cause Mr Sowers and his Parks Com mittee to get going on this project We know the old Department of Conservation and Develop ment was too inclined to look to the mountains and seacoast 1 when its thoughts turned to the development of recreational areas All too often the possi bilities of the piedmont were overlooked Now we hope that the successor agency to the old takes a more careful look at the needs and resources of the piedmont After all where the people are Beauty rom Brazil Chosen Miss World LONDON (AP) Lucia Petterle 22 a tawny haired Brazilian medical student who wants to become a gland specialist began her reign today as Miss World 1971 after winning a beauty pageant labeled most degrading show on by protesting feminists As Miss Petterle was crowned Wednesday night in Albert Hall a noisy crowd of liberationists shouted abuse outside and tied up traf fic Dozens of police shep herded the demonstrators who carried such placards as are not beautiful we are not ugly we are and cow will win the red Last year some lib bers got into the hall and drove comedian Bob Hope from the stage with a barrage of smoke and stink bombs but this time security precautions kept the protests outside The hall was checked thoroughly for bombs before the show began Several dozen black demon strators joined the lib bers than 1100 business leaders from across North Carolina gathered here yesterday to hear spokesmen for the Chamber of Commerce of the United States discuss the economic facts of life as they are or Chamber President Archie Davis it was a sort of homecoming this 13th stop in the Aircade of 1971 which is taking these spokesmen to the people in 15 centers across the country They will be in Lan sing Mayor Joe Knox of Mooresville After the welcoming for malities by President Davis the morning session was given over to a panel discussion of the Health Welfare problem by George Welch of the Whirlpool Corporation and Dr Edward Schowalter of the American Telephone and Telegraph Co with Arch Booth executive vice president of the chamber as moderator and an analysis of the foreign trade situation by Charles Myers Jr president of Burlington Mills Welch outlined the effect of unbridled welfare and health programs on the smaller com munities such as Benton Harbor Mich and Dr Schowalter discussed the spiraling cost of health service delivery Both of them took a dim view of the amily Assistance Program as embodied in HR 1 which they said would double the number on welfare and more attention to construc tion of a first class deep water navy Due To Economic Wage Guidelines Military Pay Raise May Be Delayed WASHINGTON (AP) A $24 billion military pay raise biggest in history may be de layed from taking effect Sunday unless the Pay Board acts this week to exempt the armed forces from its wage guidelines The raise approved by Con gress and signed into law by ITesident Nixon Sept 28 as part of the draft extention act provides increases averaging 15 per cent in pay and benefits for 26 million men and women in uniform The guidelines limit increases generally to 55 per cent a year Basic pay for recruits will be nearly doubled from $1612 a year to $3222 question of military pay is being given the highest prior ity but as of now the increase will not be automatic" a Pay Board spokesman said Wednes day will be no change in pay until the board rules specifically on the But the Defense Department said it is prepared to begin paying the new rates next week However the department was rebuffed once before when it was forced by the adnqinis tration to back down from its position that the armed forces were exempt from the wage price freeze Although the board has had no official comment on the mil itary pay issue sources said a favorable ruling is almost cer but not necessarily before the freeze ends at 12:01 am Sunday Board members are believed to feel the military pay raise is not related to the cost of living but is more a "re evaluation of what the military man is the sources said Congress approved the raise to take effect Oct 1 but the President put it off until Nov 13 saying it was subject to his 90 day wage price freeze The big pay and benefits package is intended to bring military pay scales up to civil ian levels and help in attracting an all volunteer army by July 1973 Most of the gains are for the lowest ranking enlisted men and for officers with less than two years of second lieutenants and Navy whose basic monthly pay has qualified some of them for wel fare payments.
