The R.ev. Father Mrs. Julia Blanshard, 42, wife of Commissioner of Accounts Paul Blanshard and editor of the women's page of the Newspaper Enterprise Association, died yesterday at her home, 39-04 49th Sunnyside, Queens, after a long illness. The Rev. John Haynes Holmes, of the Community Church, will officiate at private funeral services today in the Walter B.
