A School Girl out" Ten Dollars. About two weeks ago a lady came up from the south part of the county and left and a box of provisions with a hack driver to be delivered to her daughter, who is attending school in this city. In the valise was a letter telling her where to find the ten dol lars in the box. When the box was delivered the letter and also the money was gone. The officers have been on a still hunt for the past few days, but have failed to locate the party or the money.

-The young lady threatens to bring action provided some satisfactory settlement is not made Boon. Barton Pleads Guilty. Under Sheriff O'Connor went to Dunlap yesterday and arrested a col ored man named Pleas Burton on the charge of assault and battery. Burton is the fellow about whom a local paper made a vain attempt to get up a sensa tion last week. He was arrested for beating a colored woman named Anna Watkins, but when his trial was called in police court tne watKins woman failed to appear against him, although she was able to be up the day before and had promised to be there.

A state warrant was then sworn out against Burton, who fled to Dunlap. The de fendant was arraigned before Justice Combs this afternoon, pleaded guilty and was fined $10 and costs. He went to jail. nornbarger as a candidate for member of the city council at the coming spring election. Mr. Hornbarger has had but one term in the council. He has given his time and best ability to the interests of the city. He has tried to keep down ex penses.

He has devoted his energies to protect the interests of the taxpayers and to advance the interests of the city. He is honest, faithful and cap able, and what more do the people of the Third ward want? Dakan, the Dyer. T. B-. The commissioners made a fight for a basis of 100 per cent and had attorneys to inform the board that it was unlawful to use any other basis, The members or tne county Doara intimated to the trustees that they would not approve the 50 per cent basis. The trustees seemed reluctant to deport from the old custom and at 3:30 o'clock they were still wrangling over a motion to re-consider. Don't invite disappointment by ex perimenting.

Parliament provides for about 53,000 seamen and petty officers, excluding omcers, boys and marines. Now it is calculated that if we commissioned all our existing: battleships we should ab sorb the whole of these 52,000 men except 12,000. That is, we should have 1 2,000 men to man over 300 cruisers, gunboats, torpedo-destroyers and all the other craft on which we have spent to much money in building. But the cruisers take quite as many men as the battleships and are quite as impor tant. The ides of 12,000 men to man them alone ia utterly ridiculous.

We might, with the aid of the reserve, just manage to man some 30 of them and about 70 gunboats and torpedo de That done, we should have the pleasure of seeing some 200 vessels lying idle and useless in our ports, monuments of our futility and want of common sense. This is what would happen as things are now. If we add half a dozen more battleships and ten more cruisers, and 30 or 40 more small er crait. without adding more men. we shall simply be increasing the block of useless ships in our dock yards should war be declared.

That this is no wild or sensational talk may be shown by reference to a single fact. When our fleet was mobilized last year, our harbors were full of ships that might have gone to sea, but could not, because there were no' men to put on theta. Practically we had used np all our men, and still had dozens of good ships left over ships, that is, good for service in every way, and not mere survivals from early days. But even this does not disclose the whole weakness of our navy in the matter of men. Even if we had enogh men to man all our ships, and we put them on the sea in case of war, we thould not be in a proper position, be cause we should have no reserve.

Con- tidering the loss of men, not only in action, but by disease and ordinary causes, you must, unless youf war is going to be merely a six-weeks' picnic, look forward to your crews gradually shrinkirg and wasting away.
