BAKER Memorial Services Cleveland, Jan. 30 services for Newton D. Baker, former Secretary of War, who died Christmas Day, were held tonight at Severance Halls.

Dr. Raymond Fosdick, of New York, who during the war was chairman of the Commission on Training Camps for the War Department and a daily companion of Baker, in his address called him "a great lawyer, great public administrator, distinguished scholar and writer," and compared him with Thomas Jefferson. Heath, 63, of Montclair, N. inventor of an automatic oil burner, will be held at 2 P. M. tomorrow at the Home for Services, Montclair. The inventor was found dead Saturday night, seated in his automobile.

Any hopes for a substantial business recovery in the early months of the new year Right now the best that can said about business is that most lines of industry have reached or passed their low points.

But only foolish optimism can account for any hopes of marked improvement over the next several months. Steel production for January probably won't average 30 per cent. of capacity and there is not much likelihood that it will be much, if any better than 35 per cent. of capacity for the first quarter. Since, with one or two minor exceptions, all the nation's great steel mills must operate at 50 per cent.

or better of capacity to break even, they will operate at a deficit through the first quarter at least. Little improvement in steel demand can be expected from the automobile industry, where the outlook for any nearby improvement is anything but encouraging. The huge accumulation of used cars by practically all dealers is one of the principal problems of the industry and until the jam in the used car market is broken, which is unlikely before Spring at the earliest, little or no improvement is expected in the production of new automobiles. The only real hope for any real pick-up in steel demand is from the railroads. Since their purchasing ability largely depends on the granting of an increase in freight rates, it is too problematical to be given much consideration at this time.

Nor are low inventories, in themselves, a cure-all, for, until confidence is restored, particularly in regard to price structure, business is apt to keep its buying on a hand-to-mouth policy. It is apparently futile to look for any aid or co-operation from Congress, although there is growing hope that the housing measure may see the light of day sometime in the near future. Certainly the Stock Market is offering no signs of recovery. Jan. 30 Treasury, owner of half of the world's monetary gold, sought new customers today for some of the metal. France bought a total of 000,000 worth of the yellow hoard in almost weekly installments until its currency took a nosedive recently, and England bought 000,000 worth about three months ago.

But the Treasury still has $12,750,000,000 left. Because the Treasury's fixed price of $35 an ounce for gold was the highest in the world, 320,000 of foreign gold has come into this country in the last four years. It is for sale at the same price to any government or central bank, but not to individuals in either this or any other country. Since 1934, it has been illegal for individuals in the United States to own gold except for jewelry, industrial' and museum purposes.
