Joseph Nascimento court candidate 99 ot Multiple iZ' iV-t Aon a U51S- I mm mm HELENA (AP) A Helena attorney who was publicly scolded by the state Supreme Court three months ago for unethical actions filed Thursday for the high court seat held by Karla Gray. Meanwhile, a second Democrat entered the race for auditor, and two men filed for attorney general on the last day for candidates to sign up. Joseph Nascimento, 36, said he does not expect that his December censure by the high court will hamper his campaign. "I think the censure is unfounded, and the majority of lawyers I have talked to agree," he said.

"If the facts of the censure get out, it's not going to make me look bad." He was punished by the court for violating the rules governing the conduct of lawyers. He was reprimanded for refusing to refund a client's $375 fee when she fired him. Nascimento also was scolded for improperly disclosing her complaint against him when he sued the woman. He was ordered by the court to refund the money and pay the $4,722 cost of investigating the complaint against him. Nascimento has claimed that he did nothing wrong and that his former client never asked for her money.

He said she was encouraged by a competing attorney to make trouble for him by filing a complaint, and also said she lied to those investigating him. He also accused the Commission on Practice, which handles complaints against lawyers, of ethical, criminal and constitutional violations. Last month, he appealed the state court's decision to the U.S. Supreme Court. against someone able to rely on a wealthy family for campaign financing.

Others in the auditor's race are Republicans Fred Thomas, a state representative and insurance agent from Stevensville, and Yellowstone County Treasurer Kevan Bryan, and Libertarian C. Eric Larson of Stevensville. The last of three announced candidates for attorney general also filed Thursday. Senate President Joe Mazurek of Helena is the lone Democrat in the race. And Jack Sands, a former state representative from Billings, became the second Republican to run.

Rep. David Hoffman, R-Sheridan, filed earlier. Sands said he, unlike Hoffman, does not favor expanded gambling in Montana. Hoffman acknowledged that he supports legalizing blackjack but said he considers that a "natural extension" of existing card games and not an expansion of gambling. Sands, 44, served three terms in the House and was the lieutenant governor candidate with Republican Jim Waltermire in 1988 before Wal-termire was killed in a plane crash during the campaign.

Mazurek, 43, has served in the Senate since 1981. Nascimento said he decided to run because the Montana Supreme Court needs someone to represent the "common folk." He said Gray is a political appointee who favors big business because of her experience as a lawyer for Montana Power Co. Gray is seeking election for the first time after being appointed associate justice 13 months ago to replace Diane Barz. In the auditor's race, Edmund F. Sheehy Sr.

of Helena filed as a Democrat to challenge state Rep. Mark O'Keefe of Helena for the party nomination. Sheehy, 71, is best known for his fight against legislation passed last year that changes the way state government retirees are taxed. The law imposes a tax on income of former state workers. Although the tax is the same as that for federal retirees, the law also increases benefits for state pensioners to offset the tax.

Sheehy and other federal retirees have filed suit claiming that the law, sponsored by O'Keefe, is discriminatory. Sheehy said he decided to run at the last minute because he disagrees with O'Keefe on the tax issue. The seat was held by Republican Howard Ellis until he retired March 1. Ted Macy, R-Polson, was appointed to replace Ellis earlier this month and is running for election. In legislative contests, Republicans still are uncontested in 33 races and Democrats have no GOP opponents in 31 districts. Rep. Angela Russell, D-Lodge Grass, was the lone incumbent to file Wednesday.

Rep. Ernest BergsageL R-Malta, is the last lawmaker yet to file, announce plans to run for another office or sit out the election. Susan L. Smith, a Kalispell Republican, filed for the House District 7 seat held Democrat Dave Wan-zenried, who is seeking a second term. Billings Republican Pete Hansen filed against Rep.

Scott McCulloch, D-Billings, in District 92. Another Billings, Republican, Bonnie Martinez, is challenging Bruce R. Jones in the GOP primary in House District 92 where Majority Leader Jerry DriscolL a Democrat, is running. James A. Heath, a Republican from Clinton, filed in Senate District 33 where incumbent Democrat Bob Pipinich already faces a primary from John "Sandy" Mehrens.

Bill King of Red Lodge filed for the House District 84 seat held by fellow Republican Alvin Ellis. McCALL, Idaho (AP) A proposed wolf information center has been put on hold as Payette National Forest officials scrounge for funds to conduct a detailed environmental analysis. Public opposition to the center convinced forest officials that the study was needed before a permit could be issued, Forest Supervisor Sonny LaSalle said. But the forest doesn't have the money. "It appears the level of analysis needed is beyond our resources," LaSalle said.

The Wolf Recovery Foundation wants to build the 20-acre center in the Payette Forest The facility would house up to 12 neutered wolves in a double-fenced compound. Foundation officials say it would serve as a public education center on wolves. The group wants to open the center in spring 1993. LaSalle said he would have to request more federal money to do the study and that would take time. He plans to see what the foundation does before acting.

The foundation is considering funding the analysis for the Forest Service or building the center on private land, foundation spokesman Kent Laverty said. "We're looking at all our options," Laverty said. "We'd rather be on public land." LaSalle knocked interest groups for opposing the project. "The people opposing this center on National Forest Land are very shortsighted," he said. "To simply fight education on wolves is a backward approach." Betty Munis, vice-president of the Idaho Cattle Association, repeated the group's opposition to the facility.

"The educational purposes of the center are definitely pro-active support for wolf recovery," she said. "It's very misleading to the public." She charged that the center would mainly be used as a way to raise funds for the foundation. When asked why he had initially failed to file the reports, some of which involve cases from 1990, Jacob-sen said, "I hadn't gotten around to mailing them. I don't know what happens with me," he said. Jacobsen said he didn't think any more reports were missing, but he also said he wasn't familiar with a 1991 law requiring all unattended deaths to be reported to the state. Jacobsen also said he was filing for re-election Thursday, partially be cause of rumors that have been spread about him, he said. The Department of Justice wrote to Jacobsen and the Butte-Silver Bow Council of Commissioners after Jacobsen didnt file 17 reports with the state as required by law.

A spokesman for the Justice Department said Tuesday that more reports might be missing, but the 17 reports were the ones that the Justice Department knew about from other sources.
