The index a year ago was running 4.6 per cent ahead ot 1969 But the 1.9-per-cent gain indicates some acceleration in the price rise. In December, when the all-items index dropped, the annual rate was 1.5 per cent. It rose to 1.6 per cent in January and 1.7 per cent in February. HALIFAX (CP) The Canadian Construction Association is hopeful that the federal government's 1971-72 budget will take steps to relieve the construction industry from taxes on building materials. President Robert C. T. Stewart said here today. In an address to a service club, Mr. Stewart commended the Nova Scotia and New Brunswick governments for granting relief from provincial sales taxes on building materials. Ottawa and the other provinces should follow their examples. " In a bill passed by the Nova Scotia legislature last December, the new Liberal government removed the seven-percent provincial sales tax on building materials used in constructing new homes. The New Brunswick Progressive .Conservative government, elected last October, removed the province's eight-per-cent sales tax from all building materials. J. OPPOSITION NOT NEW Mr. Stewart said his association had long urged government to exempt from sales taxes the materials and equipment used by die industry. The small increase last month was insufficient to- change . the purchasing power of the dollar perceptibly. ' The . index is based on the movement of prices for a group of more than 300 goods and services which rigured largest in the purchases of urban families in 1957, .. Commodities jnake up 70 per cent of the total, and their prices were up four-tenths of one per cent in the month, and only three-tenths of pne per cent in the year. Services ' which account for the' remaining 30 per' cent rose by three-tenths of one per cent last month, and 5.2 per cent in the year. , Building Tax Removal Urged They were "a tax on capital investment," increasing the cost of investment and making it "more difficult". The construction industry was the only one to have its equipment taxes at the federal level while "better equipment is our main medium for increasing productivity and curtailing cost increases." Mr. Stewart said that if Ottawa cannot exempt building materials and equipment generally then it could extend the current rebate system applied to schools to projects "whose execution is particularly desira ble," .including factories and houses. Drug Seminar Next Week The Ottawa Separate School Board, in co-operation with the Ontario Alcoholism and Drug Addiction Foundation, will conduct a drug seminar for senior teachers and staff next week. Superintendent of English schools George Moore says the seminar is being held in re sponse to a community need but says the drug problem is no worse in the separate school system than in any other school system. He said the aim of the pro gram is to provide "a few in formed people for . the local school communities." Participating in the seminar will be about 70 teachers from senior elementary schools, psychologists and guidance staff. It will be .held April 21, 22 and 23 at Campanile on Heron Road.
