URGES STRINGENT MARRIAGE LAWS Carlisle, June .15, JP) More stringent requirements of couples proposing marriage were urged by. Judge Lois Downs McBride of, the Allegheny County Domestic Relations Court, calling Pennsylvania's marriage application laws "ineffective." Judge McBride, aadressing the family relations school at Dickinson College, said the laws stipulate only that applicants for marriage license must be of a certain age, "unrelated, mentally sound and free of communicable disease. The catch, she said, is that nothing more than the applicants' statement is required as proof. The feminine jurist proposed that birth certificates be presented, together with medical certificate indicating freedom from communicable disease.
