Municipal Court Winona The first case in recent municipal court history of issuing false statements to obtain food stamps was heard this morning in municipal court before Judge John D. McGill. Tofstad, pleaded 44, 478 E. to guilty issuing false statements on April 28 and June 30 to obtain $120 worth of stamps for May and June and $54 of stamps for July. The complaint, signed by William P.

Werner, director of the Winona, County Department of Services, states Tofstad made false statements on the unemployment of two sons on April 28 and of three sons on June 30. Judge McGill fined him $100 on each of the two misdemeanor charges. Tofstad was arrested 8:05 p.m. Tuesday at his home. FORFEITURES: Diane Bagniewski, E.

George Alitz, Stockton, and Mrs. John Arntson, Wabasha, were appointed as village and township chairmen for the annual Kenny campaign in the Winona County area. The appointments were announced by Judd Jacobson, Owatonna, campaign chairman for the five participating Upper Midwest states. These ladies will organize other volunteers to explain the Kenny program and to solicit gifts on an individual and family basis. Kenny Institute, located in Minneapolis, treats patients from any area.

Approaching its 30th year of service, it specializes in rehabilitation of persons severely disabled by such conditions as stroke, rheumatoid arthritis, Parkinson's disease, cerebral palsy, and spinal cord injuries. Supported by funds from volunteer community campaigns, the Institute annually cares for some 500 hospitalized patients to Jacobson. Its speech and 600 outpatients, according ogy and audiology department also conducts some 4,500 sessions a year. Eightmonth cumulative sales for the county are $541,225. Fillmore County has attained 86 percent of its goal with August sales of $31,693 and eightmonth sales of $203,499. Houston County's August sales of $6,093 brought the year's cumulative total to $111,368 or 107 percent of its 1971 goal. Also exceeding its goal was Wabasha County with a cumulative total of $162,992 for the first eight months of the year or 118 percent of its goal. Its August sales were $31,774.

The state's Bond sales for August were $267,000 compared with $115,500 for 1970, up 131 percent. August bond sales were $6,538,556 up 56 percent from last year's $4,193,380. which serves residents of Buffalo, Jackson and Trempealeau Counties, will be primary responsibility to see that center programs are efficiently run and responsive to the needs of the communities. They are Ray Hughes, Steve Jacobson, Lance Johnson, Scott Johnson and Jim Kindschy. Friday's homecoming events start with the presentation of skits by the high school classes at 2:25 p.m. in the gym. A homecoming parade will depart from the school at about 3:10, traveling down Second street to Dover Street and then east on Broadway to end in front of the drug store where a pep rally will follow.

Announcement of the winning skit and float will be made at this time. Coach Ron McDonah's Cardinals will meet Whitehall at 8 p.m. Half-time activities will be by the Blair High School band, under the direction of Everett Berg. Following the game, seniors are sponsoring a pizza supper in the high school cafeteria. The supper is open to the public, as are all homecoming activities.

Independence health center head named INDEPENDENCE, Wis. Donald E. Maypole has been hired as the executive director of the West Central Community Mental Health Center, Independence, beginning Oct.

15.0 Maypole received a bachelor of science degree in from Idaho State College psychology 1957. In 1961, he earned a master of social work from the University of Wisconsin. He attended summer institutes in 1965 a nd 1967 at the University of Chicago dealing with community organization, economics, supervision and a minis tration. His duties at the center, By BARB MANDERFELD Daily News Staff Writer Santa Claus arrived a Hittle early this year in Winona; but instead of delivering toys, he bestowed small bags of marijuana on several city and community officials and organizations. At least 19 such bags have been found around the city and persons were still calling police headquarters late this morning informing them of their unusual finds. Santa's early morning activities were first discovered by Policeman Joseph Kryzer who at 5:35 a.m. called Winona County sheriff's office to say a man had just opened the south side door of police headquarters and thrown a bag Kryzer warned sheriff authorities to watch for such a man. Upon further investigation, Kryzer found another bag in front of the.

City Hall door and sheriff's deputies found a bag on their front jail doorsteps. Copus, 24. Copus' body was found in an alley about 7 a.m. Sept, 20 and time of death was estimated at about three hours earlier. A rural Whitehall was ticketed after an accident at 8:40 p.m. Tuesday on Highway 121, miles west of here.

Richard D. Schultz, Whitehall Rt. 2, is scheduled to appear at 9 a.m. Oct. 5 in Trempealeau County Court on a charge of passing at a rural intersection.

Injured in the accident was Schultz' passenger John Boehm, Whitehall, who complained of pain but was not treated. According to investigating officers Duane Stoner, Trempealeau County traffic officer and George Fromm, Whitehall police chief, the Schultz car and one driven by Mrs. Marion B. Nelson, Blair Rt. 2, were both westbound on 121 when Mrs.

Nelson attempted a turn onto county trunk highway Q. Authorities said in attempting to brake and pass Mrs. Nelson, Schultz lost control of his car, which crossed the intersection and went down a steep embankment landing on its top. The 1969 Schultz hardtop was damaged beyond repair while Mrs. Nelson's 1966 model sedan was undamaged.

Condition of blast victim still critical PRESTON, Minn. The condition of Gene Horn was still listed as critical by a spokesman from University Hospital, Iowa City, Iowa, today. His two children, Brenda, 3, and Richard, 2, were reported in good condition. The three were injured Thursday, when Horn was attempting to light the furnace in his mobile home at Urbana, Iowa, and a gas tank exploded. Horn has been co-manager of the Skelly Gas Station, Preston, since last spring and had returned to Urbana to sell his home.

John Souchart, 37, Elgin, is in satisfactory condition with first and second degree burns at St. Marys Hospital, Rochester. According to the investigating Winona County sheriff's deputy, Mrs. Souchart was involved in a one-car accident about 1 or 1:30 a.m. today but was not discovered until 7:54 a.m.
