Thursday Evening, December 26, 1957. Logansport, Indiana, Pharos-Tribune Five Adenauer Takes Lead in Easing World Tension By CHARLES M. MCCANN United Press Staff Correspondent ' West German Chancellor Konrad Adenauer may take the lead in sounding out Soviet Russia on the possibility o£ easing cold war tension. It is known that Andrei Smir- nov, Soviet ambassador to West Germany has postponed a. Christmas vacation to remain in Bonn so he will be available if Adenauer wants to talk to him. Now it is reported that Adenauer is working on a "realistic" reply to the letter Soviet Premier Nikolai .A. Bulganin sent him on Dec. 10. This letter was one of the series with which Bulganin bombarded allied leaders and all other members of the United Nations, in advance of last week's North Atlantic Treaty Organization meeting in Paris. v Russia Holds Same Position Bulganin's letter to Adenauer added nothing to Russia's known position on cold war issues. But it lacked the threatening tone of Bulganin's preyious letters to Adenauer and was even friendly. Some disappointment was expressed in Bonn at the speeches A. Gromyko and Communist Party Chief Nikita S. Khrushchev made before the Russian Parliament Saturday. Gromyko and Khrushchev all but ruled out the proposal made at the NATO conference for new disarmament negotiations either in the United Nations disarmament commission or at a special "Big Four" foreign ministers meeting. Adenauer Starts Ball Rolling But Adenauer's feeling seems to be that somebody has got to make a new move toward negotiations of some sort. And he seems to be ready to start things going himself. The feeling has strengthened that Adenauer, rather than President Eisenhower, was really the leading figure at the Paris conference in so far as practical proposals were concerned. It was Adenauer who set the keynote for the conference by in sisting that the NATO countries find out whether there might be any sincerity in Russia's expressed desire to ease world tension. Secretary of State John Foster Dulles, as Eisenhower's adviser on foreign policy, had wanted to put all possible emphasis on setting up missile bases iri Europe rather than negotiating with. Russia. Soviet Ambassador Smirnov decided to postpone his departure for Moscow after Adenauer had spoken in Paris, and before the NATO conference ended. Reds Driving E. Europeans To Drink BEHLIN (UP)—-Communism is driving .people to drink. East Europeans are trying to drown their discontent in large- amounts of vodka, schnapps and beer. In the Soviet Union, Poland, East Germany and other Soviet satellites drunkenness is on the increase. People drink not socially but to get drunk—and get drunk fast. They drink to relieve the boredom of life under Communism, to escape the constant droning of propaganda, to forget harsh economic conditions. Taking too many drinlcs almost has become an act of resistance. Youths are leading the drinkers movement in bars just as they are spearheading resistance of another sort in colleges and factories. With all free political .and in- :ellectual expression barred, they are turning to alcohol for an outlet. In East Germany, drunks in bars, streets and .public places are a common sight. They are a rarity in West Germany. The East Berlin prosecutors of- lice estimates excessive drinking is one of the main causes of juvenile crime. Thirty per cent of factory accidents involving youths are attributed to drunkenness. The government has threatened severe punishment for those .jirho serve liquor to youths under 16 and it is considering raising the legal drinking age from 16 to 18. Candy Cane Care NEW. Ekaterina Furtseva, the first and only woman to achieve a prominent position in the Soviet hierarchy, was relieved of her duties with the Moscow city party committee Wednesday night to work full-time activities on a national level. An announcement said Mme. Furtseva has been "freed from her commitments" with the Moscow unit "in connection with ... (her) transfer... to permament work as a secretary of the (party) Central Committee." Mme. Furtseva will be succeeded as first secretary of the Moscow committee by Vladimir Usti- nov, the announcement said. It said the shift was decided at a plenary session of the Moscow committee Western observers today saw little significance in the move. They said it was simply a routine decision usually made when the leader of a subordinate party or ganization is elected to the secretariat of the Communist Party Central Committee. Mme. Furtseva has been a secretary on the central committee' since February of 1956. She also is the only woman member of the powerful party Presidium.
