Feb. 2 (JP). The District of Columbia Court of Appeals today sustained a-refusal by the radio commission to permit station WGBS at Astoria, Queens, N. to operate on a frequency of 600 kilocycles with a power of 500 watts. More than 80 per cent, of infants under two years of age in Queens are in danger of diptheria because of parents laxity toward immunization, it is disclosed in a report from the diptheria prevention commission of the department of health. Health Commissioner Shirley W. Wynne professed himself amazed at this condition. "Surely the mothers of these, babies do not realize the danger," he stated. "Three painless injections of toxin-antitoxin will protect the baby from diptheria, just as vaccination will prevent smallpox.

Every child should have both treatments by the time it has reached its first birthday." The work of immunization is done free of charge at city health stations, for parents who cannot afford the services of a doctor. To aid the work further, 53 public schools and 10 parochial schools in Queens have agreed to have the treatments given during February and March by the school medical squad. By these measures it is hoped every child under 10 years of age will be made safe against diptheria by the end of the winter.
