4-A Saturday. Aug. 30. 1086 The Billings Gazette Simpson blasts plan by Sullivan governor must take an aggressive stand on economic development and actively participate in agencies designed to lead development efforts. Simpson noted that he has offered several detailed position papers on agriculture, minerals, energy and economic development "(I) personally (am) waging a border-to-border campaign, listening to the people of Wyoming," he said in a prepared statement "I know that people are losing their homes, farms, ranches, businesses and jobs.

I hear hope from Wyoming folks that the governor can make a difference. I share that belief." Simpson said one way to promote the economy is through an able administration, "a governor who is able to work closely with the agency and program heads charged with the responsibility of building Wyoming's economy." Simpson, brother of U.S. Sen. Al Simpson, added that filling key appointments on state boards with the right people could also help the economy, and indicated that such positions could be filled by Republicans. CHEYENNE, Wyo.

(AP) A six-page position statement on Wyoming's economic development Issued by Democratic gubernatorial candidate Mike Sullivan Is "too little, too late," said Republican opponent Fete Simpson. Simpson, who narrowly defeated Bill Budd for the GOP nomination for the governor's office, said that although Sullivan spent much of the primary campaign "saying he didn't need an economic plan," he Issued his six-page statement earlier this week. Sullivan's plan said that Wyoming's next "The present governor need look no further than the Republican primary for outstanding candidates," he said. Simpson also criticized Democratic Party leaders for their statements that the state's economy is essentially In good shape. "No amount of wishful thinking by the Democrats will make Wyoming strong again," he said.

"It's time for a change In Wyoming to get our economy going again." Officials for the Sullivan campaign said that the Democratic leaders, quoted In news articles, were referring to the fact that economy is In a better condition than those of other oil states. (AP) Republican State Party Chairman Tom Sansonetti said he will try to reschedule a gubernatorial-candidate debate sponsored by The Associated Press for early October. The debate had been scheduled between 56-year-old GOP nominee Pete Simpson and Democratic candidate Mike Sullivan for Sept.

5 in Laramie, but Sansonetti said that was too early for Simpson to properly prepare. "Pete Simpson is a seasoned politician and an experienced thespian. With these combined skills, 1 cannot believe he is unprepared to debate his general election opponent," Sullivan said in a news release Thursday. "Unfortunately, Pete is practicing politics as usual. Pete Simpson, as the political institution and front-runner, is unwilling to appear one-on-one with the political newcomer," Sullivan, a 44-year-old Democrat, said.

"Wyoming should reject this approach. It's not only time for fresh ideas and fresh faces in government, it's time for a new approach to politics." Democratic State Party Chairman Jim Roth said Thursday that unlike Sansonetti, he decided against getting involved in the debate scheduling. "I'm concerned that if there's pre-screening of questions, then the candidates should be the ones making that choice," Roth said. "I don't tell Mr. Sullivan what to say." The GOP has received about a dozen requests for Simpson to debate Sullivan, and wants the forums that will attract the largest audience, according to Sansonetti.

Proposed dates include a 90-minute debate Oct. 10 suggested by radio station KOWB in Laramie; an Oct. 4 debate sponsored by the Wyoming Trucking Association; Oct. 15 by the Wyoming High School Press in Thermopolis; and a tentative October date for a debate sponsored by the Wyoming Heritage Society. "We can't spend the next 70 days preparing for 11 (debates), so I imagine we'll probably come down to two or three and pick the ones that get the broadest audience," Sansonetti said.

(AP) Voter turnout in the Aug. 19 primary election set a state record with 146,612 Wyoming residents casting ballots, according to retiring Secretary of State Thyra Thomson. Thomson announced earlier this week that 68 percent of the registered voters cast ballots in the primary election and the official state canvass reported Wednesday did not change the outcome of any race. A total of 6,505 more votes were cast Aug. 19 than in the 1982 primary election, also another gubernatorial election year, Thomson said.

"We think there were more votes cast for governor than ever before, but not all voters voted for governor," she said. Official results showed Pete Simpson the winner of the GOP gubernatorial nomination by 453 votes over runner-up Bill Budd, while Democrat Mike Sullivan easily won his party's nomination with 29,266 votes to runner-up Pat McGuirc's 5,406. Of the 146,612 ballots, only 135,334 were cast for governor, including for the seven Republican gubernatorial candidates and 41,265 for the four Democratic gubernatorial candidates. Incumbent State Treasurer Stan Smith, a member of the state Canvassing Board and a successful primary candidate for re-election, said the election tally suggested a large crossover vote by Democrats. Smith won the GOP nomination-by a landslide votes over his only challenger, Iax Galeotos.

Smith said the 53 percent of registered voters before the primary election were listed as Republicans. Yet 66 percent of the voters in the primary election voted on the Republican ticket, he said. However, Thomson said it was impossible to calculate the number of crossover Democratic voles. SIMILAR TO VI i I EA.
