Poland enjoying biggest New legal battle brewing over Watergate yuletide glow in years Ghrc Away 1A WARSAW. Poland Energy cuts may be dimming Christmas lights in West, but Poland is enjoying its biggest yuletide glow in years. The facades of most large stores in Warsaw are decorated with multi-colored lights, many of them in attractive patterns like Christmas trees and reindeer. They're not on the same par with the big lights such as London was once famous for. but the important thing for most Poles is that they are there.

In this predominantly Roman Catholic country, where churches are overflowing with faithful, people are also busy buying up Christmas trees which are for sale on nearly every street corner. In previous years it was only the center of the capital which was lit up. This year the lights are burning in nearly every suburban shopping district. Even some of Warsaw's treelined streets have not escaped the festive air. The trees are decorated with colored electric light bulbs.

It's all a sign of the better times Poles are experiencing under the leadership of Edward Gierek. He replaced autocratic party boss Wladyslaw Gcmulka three Christmases ago after a wave of bloody economic rioting. Today Poles are finding a bigger variety of goods in their shops than ever before. It's still far short of what shoppers are used to in the West, but Gierek's consumer policies have not peaked. Poles are getting used to the sight of regular supplies that three years ago used to be a rarity and the cause of many a kmg line.

Bananas, grapefruit, oranges. Western chocolates and liquor, like whisky and gin, are just a few of the once- sought-after things that have become easily available throughout the year. Still causing hardship in Poland, however, is the acute fresh meat shortage where long lines are forever in evidence. And state clothing shops are still having trouble producing dresses or sweaters that can fit all sizes. Switzerland Soviet and Egyptian foreign ministers pledged to do everything they could to make a success of the Arab- Israeli peace conference which begins here Friday. The pledges came from Foreign Ministers Andrei A. Gromyko of the Soviet Union and Ismail Fahmy of Egypt as delegates begin arriving for the conference.

A high-level member of Fahmy's delegation also told newsmen: "We are not closing any door. All parties must show elasticity and tolerance." Israeli Foreign Minister Abba Eban said his government's aim at the conference was "a peace agreement signed by all sides which will bring about a condition of coexistence between Israel and its neighbors." Eban, leaving Tel Aviv with Israel's delegation, said peace for his nation meant free passage instead of cooperation instead of hostility and mutual recognition of the sovereignty of the countries in the Middle East. Gromyko, co-chairman with Secretary of State Henry A. Kissinger of the historic negotiations at the Palace of Nations, warned that the talks would be "very complicated." But he said he hoped to see "good will and realism around the conference The" American and Jordanian delegations were arriving here today, and Kissinger and Gromyko scheduled a dinner meeting tonight. King Hussein of Jordan flew to Syria on Wednesday for what the Syrian news agency SANA indicated was a futile attempt to persuade the Damascus government to send a delegation to Geneva.

The Syrians, who launched the October war along with the Egyptians, said their boycott of the talks was the result of "a combination of maneuvers serving Israeli interests and aiming at diverting the conference into dealing with marginal matters." Marie, Michigan 497S3 only hours after the long, often bitter legal battle over the nine tapes subpoenaed by the special Watergate prosecutor appeared headed for a resolution. U.S. District Judge John J. Sirica cleared the way for a final delivery of subpoenaed material to the prosecutor when he issued a ruling upholding White House requests to withhold non- watergate material from the grand jury. That left only the questions of two conversations the White House says were never recorded and a third that is interrupted by an 18-minute buzz no one has yet been able to explain.

Then the Watergate committee weighed in with a sweeping demand for material it contended pertains to all aspects of its investigation, ranging from the break-in at Democratic National Committee headquarters and subsequent cover-up attempt to campaign contributions and the ITT antitrust settlement. The demands, contained in three subpoenas, sought not only tapes and files, but the President's daily diaries from Jan. 1, 1970, to Dec. 19, 1973, and the records for the past three years for telephones in 19 locations including the White House and the homes of 10 of Nixon's principal aides. The White House had no immediate comment on the demands.

But they appeared certain to be challenged on the grounds that they were too sweeping and would constitute a fishing expedition through executive office files. Samuel J. Powers, a Miami attorney sen-ing as a White House consultant on the tapes case, had commented earlier Wednesday that any demand for hundreds of tapes "really would almost shut down the executive department for us to have to do thai kind of work." Last October. SJrica dismissed a committee request for a civil judgment supporting its subpoena of the tapes of five presidential conversations. The judge ruled that the committee had failed to establish its right to sue the President.

The committee has appealed that ruling. The week the committee got that authority when Nixon reluctantly let a bill granting it become law without his signature. The next day committee members voted to subpoena additional material. "We're going to ask for every damn thing under the sun," one committee staff member said.
