The Dow Jones average of 30 industrials fell 16.18 to 2,610.25. Losing issues outnumbered gaining ones by about 4 to 3 in nationwide trading of New York Stock Exchange-listed stocks, with 639 up, 831 down and 498 unchanged. Volume on the floor of the Big Board came to 143.17 million shares, little different from Monday's total of 140.75 million.

Several new reports underscored the economic slowdown, particularly in the manufacturing sector. But the statistics didn't convey a completely clear picture because they were influenced by special circumstances, analysts said. A slumping automobile market helped drive down retail sales by a full percentage point in October, the Commerce Department reported. Industrial production was crimped during the month by a strike in the aircraft industry and the impactofthe California earth- i 1 Jill 1 7nW 5oL quake. The decline of 0.7 percent was the steepest in three years.

Traders have been hoping that the Federal Reserve Board would spur growth by loosening its credit policy to a significant degree. So far, the central bank hasn't made any dramatic moves. Stocks of the Big Three automakers sagged after the industry reported an unexpectedly poor sales performance. Sales of domestically made cars and light trucks skidded 20.2 percent in early November compared with a year ago. General Motors fell 'A to 433a Ford dropped to 44 and Chrysler was off to 201.

Among heavily traded blue chips, food and tobacco company Philip Morris lost to 407 on word that Sen. Edward Kennedy, plans to introduce a bill to bolster cigarette health warnings and sale restrictions. Combustion Engineering led the Big Board's list of actively traded issues. It declined to 38 as nearly 3.9 million shares changed hands. Elsewhere among the actives, Merck pulled back to 75 adding to Monday's loss of 3 which came on news that heavy research and sales costs would hurt earnings growth.

The NYSE's composite index of all its listed common stocks ended at 187.51, down 0.71. Arkansas Freightways plans 13 additional Texas terminals Beauty workshop held minals will be at Abilene, Amaril-lo, Corpus Christi, Del Rio, El Paso, Fort Stockton, Harlingen, Laredo, Lubbock, Midland Odessa, San Angelo, San Antonio and Victoria. With the new terminals, the Harrison-based company will have a total of 98 terminals. It will now serve seven states: Arkansas, Louisana, Mississippi, Missouri, Kansas, Oklahoma and Texas. It also serves western Tennessee and the Chicago area.

Arkansas Freightways of Harrison is opening 13 additional terminals in Texas in January and will expand its coverage to the entire state. In an announcement Monday, the company's chief financial officer, James R. Dodd, said it was a big move for the firm "but we feel we can provide that servie and still provide profit for Arkansas Freightways. Arkansas Freightways currently has 11 terminals, primarily in East Texas. The 13 new ter Randl Coan, a Rochester, N.Y., stylist, works with model Michelle Walker while stylist Bonny Belford of St.

Louis, demonstrates a coloring technique during Sunday's beauty workshop at the Lake Norfork Days Inn. More than 135 stylists from local salons, as well as stylists from Memphis, Oklahoma and Missouri attended the Henderson gathering, which was sponsored by State Beauty Supply of West Plains, and Matrix, which develops and markets hair and skin care products. Two compartments were analyzed to determine wildlife food, water, and cover needs, landline maintenance needs, timber harvest and reforestation needs, road maintenance and needed closures or road improvements, 6tream protection, visual resource improvement, and archeologi-cal protection needs, following the direction of the Land and Resource Management Plan for the Ozark National Forest. Environmental Assessment of proposed management activities planned for fiscal year 1992 were made for Compartment 36, (northwest of the junction of Tie Ridge and Gunner Road) and Compartment 42 (northwest of Gunner Pool Recreation Area).

The decision notice signed on November 15, 1989 approves the following activities to be implemented during the 10-year period starting in October 1991 (FY-92) within these compartments. To include 10 acres of pine seed tree cutting, 18 acres of hardwood shelter-wood cutting, 48 acres of hardwood thinning, acres of pine thinning. 159 acres of hardwood uneven-age management by group selection and 34 acres of pine uneven-age management by single tree selection to yield 1 1 1 mbf of pine sawtimber. 68 ccf of pine pole timber, 112 mbf of hardwood saw-timber and 513 ccf of hardwood poletimber. Other activities include 31.05 miles of system road maintenance, 13 miles of temporary road construction.
