GD DukeS of Haz-zard: Bo and Luke get coerced Into repossessing a car are calculated to persuade children to buy a product or to hound their parents until they do. Meanwhile, the word Is that advertisers of such products have put together a $2 million war chest to defeat the Federal Trade Commission's proposals to limit advertising aimed at small fry. Recently children's doctors felt compelled to speak out. The American Academy of Pediatrics, representing more than 15,000 medics, called for an end to "the commercial exploitation of children" and said kidvid ads on TV are "inherently unfair, since children lack capacity to understand and evaluate the meaning or Intent of television commercials." That's the sober news. Here's the upbeat stuff: If what ABC-TV President Jim Duffy says is true, ABC will become the first network to puli its head out of its cashbox and respond to public dismay over television's cynical treatment of kids as consumers.

ABC's has a three-point plan: Over a two-year period beginning in 1980, ABC will reduce the amount of commercial time In Saturday and Sunday children's programming by 20 percent, bringing it in line with network prime-time standards. ABC will begin using visual "separators" that will make It clear to young viewers when a program is breaking for a commercial. Starting in March, ABC will air public service announcements, featuring ABC stars, that encourage viewers not to watch everything on TV but to view selectively. I saw one of the ABC "selective viewing" segments the other day, in which Dick Van Patten and his family sat In their living room while he said, "All programming is not for everybody" and suggested that parents watch TV with their kids. As for the program "separators," it was startling to hear Duffy finally admit it: "Children, and especially younger children, are not really able to discern between commercials and programs (The separators) will say, in effect, 'We'll be back here's a for Boss Hogg, and 10:30 Cross-Wits find they have fallen 11:00 OfflOGDU Local TOMORROW AFTERNOON News into a trap.

Swethmil Sat Cable TV Listings NBC, CBS just go begging As for CBS and NBC, there's an old propaganda technique called "begging the question." Both networks seem to be doing more than a fair share of begging. NBC has thrown up the biggest smokescreen since warning labels on cigarette packs. The network has announced several steps that, according to NBC-TV boss Robert Mulholland, "will produce more meaningful results than a proposal to reduce the number of commercials on Saturday morning." NBC's "steps:" (1) Saturday morning news briefs for children, to begin in the fall; (2) "a major new children's series" combining entertainment with informational values, to debut next season; and (3) 75-sec-ond sports briefs to air during children's programming, featuring well-known sports figures talking about health-related matters.

CBS-TV President James Rosenfield not only rejected a cutback in kidvid ads outright but didn't have a single proposal to put In its place. "CBS does not believe there is anything wrong or unfair with truthful advertising on television," Rosen-field said. "I cannot understand what advantage there is to this proposal. It does not respond to the fundamental qnestlon, but merely starts us on a road toward the ultimate elimination of advertising to children, which I have clearly stated Is contrary to the best interest of all concerned." Why do I get the Idea that "all concerned," in Rosenfield's view, have offices at 51 W. 52nd New York City?
