(AP) Idaho quarterback Doug Nussmeier, only second-team all-Big Sky Conference despite leading Division I-AA with 33 touchdown passes, has won the Walter Payton Award as the division's top player. Nussmeier, who led the Vandals (11-3) to the semifinals of the I-AA playoffs, threw for 2,960 yards during the regular season and finished second nationally in passing efficiency. The senior received 21 of 77 first-place votes and 90 points in voting by I-AA sports information directors for the award announced Monday. Princeton nuining back Keith Elias finished second with 11 first-place votes and 83 points, while Towson State raining back Tony Vinson was third with 58 points.

"I think my teammates make me more noticeable than myself," Nussmeier said. "This is really their award; the offensive line especially." Nussmeier, a senior from Lake Oswego, is the second Idaho quarterback to win the Payton Award, sponsored by The Sports Network. John Friesz, now with the San Diego Chargers, won in 1989. "You're talking the Heisman of I-AA," Vandal head coach John L. Smith said.

"It's special It's well-deserved. It think the team will take special pride in the fact he's getting the award." Smith said it was ironic that Nussmeier should receive the Payton award, along with being named a first-team Kodak Ail-American, after wtaning only second-team all-Big Sky honors. Nussmeier was the conference's first-team quarterback and offensive most valuable player in 1992. "He's without a doubt the best player In the country and the people in the country realize It even though the people in the Big Sky may not," Smith said. "The Big Sky's not that big a deal to him, not when there's this thing and Kodak first-team Ail-American.

Those are big deals." Idaho lost its I-AA semifinal game to Youngstown State on Saturday, 35-16, but Nussmeier still has two games to play the East-West Shrine game Jan. 15 and the Senior Bowl on Jan. 22. The Payton Award is named after former Chicago Bears running back Walter Payton, who played college football at I-AA Jackson State. Besides Nussmeier and Friesz, Weber State quarterback Jamie Martin, the 1991 recipient, is the only other Big Sky player to win the award.

Also Monday, Boston University's Dan Allen won the Eddie Robinson Award as the top coach in Division I-AA. Allen led the Terriers to an 11-0 regular-season record and their first playoff berth since 1984. They lost to Idaho 21-14 in the quarterfinals. Allen received 31 of 77 first-place votes and 139 points from sports information directors. Troy State's Larry Blakeney finished second with 10 first-place votes and 54 points, while Montana's Don Read was third with 42 points.

MILES CITY (AP) Mike Gear of Sidney and Bob Feeney of Bismarck, N.D., have been named head coaches for the inaugural game of the Montana-North Dakota All-Star Football Series. The first game of what officials say will become an annual event will be played in Miles City next June 18. Gear has led Sidney to nine state Class A championships, including the last seven straight, in his 18-year career as Eagles' head coach. His teams have a 132-39 overall record, and he has been on the coaching staff of the Montana Shrine All-Star Game six times, including one stint as head coach. Feeney coached at Cando, N.D., for eight years, Dickinson, N.D., Trinity High School for three years and has been at Bismarck High School for 20 years.

His teams have a 136-62 overall record that includes nine conference championships and two state titles. District Judge Ed McLean then sentenced former basketball player Delvon Anderson and former football player Don Graves to four years of probation for their roles in the June 1992 brawl. Anderson and Graves originally were charged with felony aggravated assault on Jack Silliker of Whitefish and misdemeanor assault on his son, Chad. But Deputy Missoula County Attorney Karen Townsend agreed to reduce the felony charge to misdemeanor negligent endangerment in exchange for guilty pleas and an agreement to pay restitution to the victims. McLean ordered the men to jointly pay $1,600 to the state Crime Victims Assistance Unit, which reimbursed the Sillikers for their medical expenses. Anderson, a forward who shared the Big Sky Conference's most valuable basketball player award in 1991, and Graves, a cornerback, had been scheduled to go on trial two weeks ago but reached the plea agreements.

They were charged after an investigation into the fight, which erupted after someone threw a rock at Anderson, Graves and others. Police said Anderson and Graves ran into the parking garage and encountered the Sillikers, who they believed threw the rock.
