Webbley had a blood-alcohol content of 0.10 percent, above the legal limit for driving of 0.08 percent, authorities said. In the July 2010 case in Massachusetts, police were also alerted to Webbley's behavior by a phone call from Askren, according to the incident report. Askren told an officer volved in communities. Krowinski graduated from the University of Pittsburgh with a bachelor of arts degree in urban studies and political science in 2002. In addition to her work for Symington, she has served as executive director of the Vermont Democratic Party and founded a nonprofit dedicated to registering young people to vote.

She is the Vermont director of public affairs for Planned Parenthood of Northern New England. Krowinski serves on the board of directors of the Montpelier Chamber Orchestra, Begin Blue, Vermont Access to Reproductive Freedom, and is a commissioner, for Fletcher Free Library in Burlington. Krowinski was one of three people Shumlin considered for the vacant House seat. The other two candidates for the appointment were Autumn Barnett and Curt McCormack. Jake Perkinson, chairman of the Vermont Democratic Party, praised the field of candidates who stepped forward to take the job on short notice and called Krowinski "an excel-lent choice." Plymouth Police Officer Ralph Patterson wrote that he detected a slight odor of alcohol on Webbley, but that he did not appear to be intoxicated. Webbley appeared to have been the aggressor, Patterson reported Webbley denied pushing or assaulting his wife, and said he'd consumed a half-ounce of liquor, according to the incident report.
