(AP) -David Fine, sought for five years as one of.

the FBI's most wanted fugitives until his arrest two weeks ago, was released on bail Monday and planned to begin mapping legal strategy with his attorneys today. Fine, 23, faces federal and state charges in a 1970 antiwar bombing that killed a University of Wisconsin researcher. He was released on $30,000 cash bail on the federal charges and on a $75,000 signature bond after an appearance Monday before Circuit Judge Norris Maloney on the state charges. "This is a tremendous legal and political victory for myself and the Madison community, said the slight, 5-foot-4 Fine, a former UW student and one of four persons charged in the bombing. He predicted his release was the first in a series of victories which would lead to his "total acquittal" on various charges agaiast him.

Lester Pines, one of Fine's attorneys, said the defendant was expected to work with lawyers today, preparing his defense. He is to be tried first on the federal charges, which include sabotage, conspiracy, destruction, of government property, possession and use of a destructive device and unlawful flight to avoid prosecution. The trial is scheduled to start May 17. State charges against him include first degree murder in the death of a physicist who had been working in the UW building shattered by a pre dawn blast Aug. 24, 1970.

The building housed the Army Math Research Center, 'a frequent target of antiwar protests at the time. One of the three other men sought after the blast, Karleton Armstrong, 27, of Madison, was arrested in Canada in 1972 and is serving a 23-year prison term on charges resulting from the bombing. Still sought are Armstrong's brother, Dwight, 23, and Leo F. Burt, 27, formerly of Havcrtnwn, Pa.
