Roncalio told the Central Committee that the State Personnel Commission, created by the 1957 Legislature at Gov. Milward L. Simpson's request, undoubtedly will come up for legislative changes, too. The commission was established to handle hiring of state employes and to equalize state salaries. Roncalio outlined to the committee a list of nearly 100 appointive jobs that Hickey will have to fill in his first few months in office.

In itemizing the list, Roncalio said the Democratic governor will have three appointments to the Wyoming Natural Resource Board "if there is one." During his campaign, Hickey advocated consolidation of the Natural Resource Board and the Wyoming Travel Commission. Rep. Edness Kimball Wilkins (D-Natrona) proposed that the 1959 session consider repealing the law establishing a Yellowstone National Park Commission. It was created in 1955 to consider the feasibility of Simpson's plan that Wyoming purchase the hotels, motels, cafes, and other concessions in the park.
