Breed Assumes the Presidential of City Officials. The Council met at 2:16 yesterday iv regular session. President Siusabaueh iv tbe chtiir. Present: Messrs. Breed, Frankcnfeld, Goss, Holbrook, Jones, Johnson, Kuhrti, Ktaarns, Velsir, Sinsa.

THE COMMITTER ON CAS Recommended that the contract for street lighting be given to the Loa Angeles Electric Light Company on their bid, and that the contract be drawn so 1 as to bind the company as strictly as possible to its promise to furnish continuously with each of its lights the volume aud strong: of light mentioned in the bid. The committee also recommended the erectiou of 150 foot mans, with three lights of 3000 caudle power each at the intersection of New Cincinnati and Illiuoi3 streets, and ou the top of the hill iv the Episcopal church property. Referred to the new Council. The special committee on lire alarm system recommended the acceptance of tbe Richmond lire alarm system and the drawing iv their favor of a warrant of 1 $2500; the appointment of Alex.

So ordered, The special committee on yearly reports of city officers reported that they had found them all correct and recommended that 500 copies of the same be ordered printed. So ordered. All business being concluded, on motion of Mr. Breed, seconded by Mr. Frankentield, a vole of thanks was tendered President Sinsabaugh for the able and impartial manner in which he has discharged his duties during the year. A similar resolution presented by Mr. Jones was adopted.

Resolutions tendering thanks to City Cletk Rjbinsou and Oily Attorney McKinley wero also read and adopted. President Sinsabaugh paid a flattering compliment to City Robinson for but ability and great assistance. He I thanked the Councilmen also for their courtesy and friendship. They had.jlic laid, done a great dial of work for the oity at personal disadvantage. He told those present that the members of the Council were entitled to the thanks of 1 the people of Los Angeles.

1). Uunhp. Mr. Johuson and Mr. Kulirtz seconded tho nomination of Mr.

Dunlap, uftcr which the nominations were cioscd. Mr. Skinner received 0 votes and Mr. Dunlap 0. Mr.

Skinner was therefore appointed Chief of Police during tho pleasure of the Council. OITY UVEVOB. Mr. Fred Eaton wus elected by acclamation. STREETS.

Mr. Johnson nominated Ceo. 11. Pike. Mr.

Millard seconded the Domination. Mr. Tied nominated A. Bow. man.

Fourteen votes were cast, Mr. Pike 8 votes, Bowman Band Fred. Eaton 1. Mr. Pike was elected Superintendent of Streets during tho pleasure of the Council.

CITY ZAN IKHO. Mr Steams nominated K. Dalton; Mr. Lovell Bueouded the nomination. There being no other nominations the present incumbent was elected by acclamation.

OVBBSBBH of THE CHAINOANO. Mr. Perry nominated Samuel who was elected by acclamation. Un motion the electien of Fire Commissioners was postponed for one week. The remaining members of the old sewer committee were oontinned for one week iv order to attend to tbu Central School sewer matter.

An Old Man Kils Himself. Charles Trainer, a native of Virginia, nearly s.xly-three years old, who had been eonti. Ed in tha Stockton lunatic asylum last year, committed suicide at midnight ou Saturday at Downey. The old man was in the habit of going ou periodical sprees, when his mind would give way. Lite on Saturday night, after having drank heavily, ho was resting ou a be.i, guarded by a printer named I'rank a friend of his, when Trainer got up suddenly, seized a revolver aud notwithstanding the endeavors of hia friend, shot himself through the Death was iuataniaueous.

Coroner Lindley held an inquest ou the body en Sunday at Dowuey und the jury returned a vtrdict that Trainer came to his death by his owu bund, whilst insane. Got 75 Days for Being Fastidious. William White, a stranger in Los Angeles, but au old-timo bum by choice, who wus iv need of cloau clothes, stole a lot of washing from a clothes line at the laundry of Sun Lsc, 505 First street, east of Wilmington street, on the night of the 16ib. A Burglar Committed. James Ryan introduced himself into tbe room of O. Woibal. at No. 20 Wilmington street, on the night of the 16ih and purloined Weibell two imported suits ot clothes aud his Sunday boots.

Officer Little worked up the case and early the following morning found James Ryan iv po-sessiou of the property at the Tidal Wave Lodging liouse, Upper Main street. He was examined yesterday by Justice Austin aud hold to answer. In default of bonds Ryan was sent to jail. Let Out Upon the Unw ary. Frank Kyuu and Frank Hart, the two men arrested several oUys ago on the oliurge that they were conlideuco operators who were trying to rope iv a New Zealander named Harold Keid hy inducing him to bet a large sum of money ou the opening of a padlock, were discharged yesterday from custody.

A charge of having counterfeit money with them would not and that of being vagrants was dismissed. A Charge Dismissed. Tbe charge of asstult with a deadly weopou preferred against J. J. Mohan was yesterday dismissed by Justice Austin, ou motien of the District Attorney.

Mohan was arrested ou complaint of R.J. Crawford, who charged that tho defendant had assaulted him with iv shotgun ut Santa Monica ou the 11 th The defeudaut, who bad been out ou bail, was discharged. A Popular Appointment. Governor Stoueman yesterday appointed W. R.

Burke, the well-known insurance agent at 55 North Spring street, a Notary Public, vice J. C. Kays, resigned. Mr. Burke will do convoyancing also.

LOS ANGELES DAILY HEKAI P. DECEMBEE 21. 1886. THE CHARTER COMMITTEE. The Work of Framing a Second Class City charter Commenced.

The Committee on Charter met luat night at the Council chamber. There were present only Missrs. White and Knox. The latter read an act of the Legislature dated March, 1880, which contains a proviso that the Cily Council might order the taking of a special ct uaus. Assuming that such a census would give a return of 30,000 inhabitants for this city, she could then be placed amongst the eitic3 of tho second oiass.

The committee then proceeded with Ihe framing of the charter. Article 1 provides for the preservation of the rights an I properly of the city, defines its boundaries and provides lor the keeping of an oilicinl map showing its oorporate limits. Arlicle 2 relates to ollioers and elections, article 3 provides for the bonds of ttricers and article 1 to tne disposition to be made with fees collected by city officials. Article (i in regard to tbe disposition to be made of otfioHS, who siiall be absent more than 30 days without leave, and how iheir vacancy shall be tilled. Article 7 tho oath of office.

Article 8 iixes tho salaries of the otiicers as follows Mayor 12000, Treasurer, Super inteudeut ol Streets, Judge of the l'oiice Court, Surveyor and Auditor $2400 each, City Attorney $3000, School Superintendent 12000, Chief of Police $2500, City Councilmen each, Health Officer, Captain of Police and thief of Biro Department $1800 each, Clerk of the Police Court, Secretary of tho Fire Department and mounted policemen $1200 eaoh, toot policemen 91000, firemen 1720, The co mittee then adjourned until 6 v. M. to meet in tho ollice of 8, M. White, Temple Block. Getting to be a Chestnut.
