If you don't find him in his living room, dining room, porch or bedroom, you ask somebody. Now it certainly would be unfair to shoot at a man whose security system consists of window washer and upstair: maid. So despite charges in the local press of inequity, corruption and vast centralization of power, most observers here do not believe the Garcia government will fall iy violence. As one moderate puts it: "What does Garcia need protection for? We Filipinos can't keep our months shut.

If somebody were planning a revolution, everybody in the nation would hear about it." As it turns out in the inscrutable East, the best reasons for revolution here are also the besl reasons for leaving things alone There is hardly a solid check balance or opposition party to Garcia government. No real anti-Garcia leader exists. On other hand, stops the a from accusing, demanding, reporting or insinuating. Each morning brings a new barrage from the press. The government is reputed widely to be dipping into the till, stealing what belongs to the people.

On the other hand, taxation is not oppressive in Manila. In fact, the city runs at a profit while the national government runs at a loss.
