Metro digest Independent investigator given Moreland case Dayton and Trotwood authorities have enlisted the help of an independent medical investigator in the deaths of four children, Dayton police spokeswoman Carol Johnson said. Johnson said Regina Moreland, the children's grandmother, requested the independent investigation. Johnson said officials from the Trotwood and Dayton police department and the Montgomery County Coroner's Office met Wednesday and have since sent information to the investigator, who was unidentified. Man in critical condition after single-car accident A single-car accident on Interstate 75 about noon Thursday left a Chesapeake man in critical condition at Miami Valley Hospital. Jeff Pulley, 38, was northbound just north of Middletown when his 1989 Hyundai Excel ran off the road and hit a tree, the Ohio Highway Patrol said.

Piqua schools may face unfair-labor charges United Electrical Workers union field organizer Michael Wilmore forwarded an ultimatum to Piqua City Schools superintendent Jerry Clark Thursday. WUmore said he will file unfair labor practice charges against the district unless the school board reverses its position on an alleged threat to rescind a wage increase to Piqua City Schools classified employees trying to unionize. Piqua City School Board member Charles Wagner, whom Wilmore alleges made the threat, denies his statement was intended as a threat. Wilmore gave the district until July 13 to reply. Hospice event to be held at Sinclair The seventh annual Hospice Antique Show and Sale Event will be held at the Sinclair Community College David H.

By Mark Williams ASSOCIATED PRESS COLUMBUS President Clinton declared seven more Ohio counties disaster areas Thursday because of damage caused by last week's storms.

The declaration makes them eligible for state and federal disaster relief. Clinton's order increases the number of counties declared disaster areas to 11. More could be added as state and federal workers assess the damaged areas, said Dale Shipley, coordinating officer for the Ohio Emergency Management Agency. Athens, Belmont, Jackson, Jefferson, Knox, Meigs and Ottawa counties were added to the list Thursday. Muskingum, Noble, Guernsey and Washington were declared disaster areas Monday.

All but one of the counties are in eastern or southeastern Ohio, which was hit by weekend storms. Ottawa County is in northwest Ohio and hit by a tornado and storms June 24. Shipley said Gov. George Voinovich has declared a state of emergency for Pickaway County, raising the number of counties under the state declaration to 25- Shipley said assessment teams will visit the other counties not already declared federal disaster areas to determine whether the state should ask Clinleh to add them to the list. Shipley saicrfhere are no specific standards that must "be met by areas requesting a federal disaster declaration.

The state still is trying to determine the extent of the damage, Shipley said. "It was so widespread and so heavy that even today, some areas still are under water," he said. The amount of damage to roads, bridges, sewer and water systems and other public property in nine counties is estimated at $20 million, he said. PINSON, Claude Age 56, of Dayton, diedWednesdayintheDayton V.A. Medical Center. Mr. Pinson was born in Dayton on August 4, 1941, to the late Claude Pinson and Bettie J. (Starr) and her good friend; Jim Dalton who survive in Moraine.

He was retired from General Motors after 31 years of service, a veteran of the U.S. Air Force, member of the American Legion Post 613 of Trotwood, 17-year fireman with the Madison Twp. ENGLE, Ruby E. Age 87, of Dayton, passed away Thursday morning, July 2, 1998, at the Manor Care Nursing Center in Centerville. She is preceded in death by her husband of 39 years, Euell Baker Engle in 1966 and by one son, Mike Engle. Mrs. Engle is survived by three daughters and sons-in-law, Jeanne Meade-Paragin Ray Paragin of Hamilton, Barbara John Senseman of Tipp City, Peggy Robert Miller of TX; one son and daughter-in-law, Dale Joyce Engle of VA; one brother and sister-in-law, Burlon Frances Johnson of Centerville; 15 grandchildren; 19 great grandchildren; and two great great granddaughters.

Mrs. Grierson was born January 9, 1907, in Johnsville to the late Allen J. and Elizabeth (Shank) Erisman. She was a retired fanner and was a school teacher for the New Lebanon schools as well as having taught in the Cleveland building of the Dayton city schools. She is survived by her husband, David; two sisters, Mrs.

Storm damage Facts about damage caused by storms that have hit Ohio in the last week: DECLARATIONS: President Clinton has declared 11 counties federal disaster areas and Gov. George Voinovich has placed 25 counties under a state of emergency.

DAMAGE: $20 million in public property in nine counties that have been assessed so far. The Red Cross reports that 150 dwellings single-family homes, mobile homes and apartments have been destroyed, 469 have heavy damage and 850 have minor damage. UTILITIES: About 2,000 customers remain without power, isolated telephone outages remain and water systems are being restored to power. A boil alert remains for 25 water systems. ROADS: State and U.S.

WDAO, the first FM station in the United States to have a rhythm and blues format, signed on the air in fall 1964. It was owned by the late H.K. "Bud" Crowl. The station was purchased by Stoner Broadcasting of Annapolis, in March 1985, and the new owner switched WDAO to the AM dial. Johnson Communications of which Jim Johnson is president, bought WDAO in 1988, making it Dayton's first minority-owned and operated station.

Johnson said the two-story building WDAO is moving to has been vacant for several years. "We're hoping we'll be in sometime in the fall," he said. Coates, 40, of Springfield, was sentenced Thursday to two years in prison for involuntary manslaughter in an April 5 fatal accident in Greene County. Greene County Common Pleas Judge M. David Reid also gave her five years probation for aggravated vehicular assault, revoked her license permanently and ordered her to pay $10,000 in restitution. Collene A. Smith, 40, of Springfield, was killed and Greg Pierce, 40, of Springfield, was injured in the accident on Ohio 42 near Jamestown.

Coates, previously convicted of DUI, was driving under the influence at the time of the 5 p.m. accident, according to court records. Margo Rutledge Kissell Greene County grand jury indicts man in rape A Greene County grand jury Wednesday indicted Augustus T. Franklin, 36, on five counts of rape. Franklin, address unknown, was arrested by Yellow Springs police and is being held in the Greene County Jail.

Monday. (Cromes, Dayton's first black-owned radio station received a grant to help it relocate. By Bob Batz DAYTON DAILY NEWS Dayton's first black-owned radio station, WDAO-AM (1410), is getting a new home; Tlie, station's new studios and offices will be in a renovated building at 1012-1014 W. Third St. in the Wright-Dunbar Historic area.

Construction will begin in about a month, according to Jim Johnson, president and general manager of the urban contemporary station. In June, the Dayton City Commission approved a $75,000 grant from the West Dayton Development Trust Fund to help DAO relocate. For 10 years, the station was Jn the Westown Shopping Center on West Third Street. It is currently broadcasting out of temporary quarters at 33 E.l Second St. in downtown Dayton.
