Only $51.6 million is available. The program was created by 1996 amendments to the federal Safe Drinking Water Act. The amendments toughened rules on drinking water treatment systems and established an annual grant for states to use to help suppliers meet the new rules. The Ohio Environmental Protection Agency will receive $43 million next year. The state's 20 percent match brings the total amount available to $51.6 million.

Most of the loans, which likely will be made in the spring, will be at below-market interest rates. The money will be used to help suppliers meet the new regulations by repairing or replacing treatment plants and pipelines, said John Sadzewicz, an Ohio EPA acting deputy director. "We have plants in the state with distribution systems approaching 100 years old, and if that's posing a public health threat or forcing them to go out of compliance, they can apply for this money," he said. Generally, the money cannot be use for operations or routine maintenance, or projects that correct fire hydrant pressure problems or expand the water system. The more than 200 applications include requests for new storage tanks, wells, filtration systems and laboratory equipment.

Some environmental groups want the EPA to set aside more money to protect water sources. The federal government requires the EPA to use 10 percent of the federal money, $4.3 million in Ohio, to study potential threats to lakes, reservoirs and rivers that are sources of drinking water. Another 10 percent could be use to address the threats, but the EPA decided to spend it on treatment plants for now. Sadzewicz said allowing communities to spend money in the future for such things as conservation easements along rivers would help protect water sources by filtering pollutants from water.
