By ISAAC GUZMAN DAILY NEWS FEATURE WRITER Just about every musician who has ever played a note has the same ambition: To create something with a genuine heartbeat, the sound of a human being communicating passionately. These days, you can find a lot of people who realized that dream in the bins at your local record shop. But what happens to the people who can't sing or play like a pro, but have just as much zeal to be heard? A few of them will be onstage tonight at the Outsider Music Festival at Fez. In conjunction with the Outsider Art Fair, WFMU deejay Irwin Chusid has selected four iconoclastic musicians to represent a largely unheard contingent of underground sounds. There's Thoth, the loinclothed violinist-dancer who covers his body with percussion instruments.

Bingo Gazingo is a crotchety poet backed by local electro act My Robot Friend known for his declamatory style. Also appearing is J. Snowden, an unemployed music teacher who loves to warble about Canada. And long before They Might Be Giants put songs on their answering machine, the unpredictable R. Stevie Moore was pioneering the field of lo-fi, do-it-yourself home recording.

Stylistically, there are few connections between these musicians. But what first drew Chusid to collect, broadcast and write about their music in his "Songs in the Key of series was the intimacy of their music. There's little craft to get in the way of their vibrant personalities. "Some are heavily medicated and have been institutionalized and are prone to volatility," Chusid says. Snowden's singing is full of joy. Of course, some have bristled at being labeled "outsider." But Chusid's praise has brought many of them long-elusive mainstream attention. "At first I wasn't too happy about it, but now I like it because I'm getting a lot of press," says Snowden with her typical air of optimistic pragmatism. "I even got a chance to be interviewed by people from England." Of course, some of the music's appeal is ironic. It's funny to hear someone like Snowden sing so passionately about how clean the streets are in New Brunswick.

But Chusid says it's Snowden's huge heart that really converts her fans. "There's a certain jubilance when she performs," Chusid says. "Often, when people have heard her recordings, they think, 'This is just a freak show we're going to go and And I say, 'No, you're gonna go there and really enjoy it.
