The station closed yesterday for renovations and will have free shuttle bus service to the 181st St. station but only from midnight to 5 a.m.

At other times, passengers are advised to take the M3 bus to 181st but not too many people seemed to know that yesterday. When he found out he had to take M3, be was even more upset. "I take the train downtown and transfer to a bus to get to the VA hospital," he explained. beginning this morning. "We're not trying to double-dip the customers," said Anyansi, who added that research had showed only 8 of 191st St. station users transferred to a bus, which was why a free service hadn't been part of the original plan. Though subway riders were prepared for their station to be closed, they weren't prepared for the added commute time. "It's a pain in the neck," fumed ad agency employee Brian Gallagher, 33, who was among the many straphangers waiting for shuttles that weren't running.

"I came here early and I'm still in jeopardy of being late to work." To some extent, New Yorkers are willing to put up with the disorder. "I'm upset that the subway is closed and at the same time I'm not, because we've been having so many problems with the elevators," said Ines Valdez, 62, of Washington Heights. "Sometimes only one elevator would be working and you'd have to wait a half hour to get upstairs." The renovations, which are expected to be completed by Dec. 31, include repair of the station's elevators and installation of new ceramic wall tiles, granite floors and a new public communications system that will feature electric signs. Still, those living in the area were concerned about the commute and increased traffic.

"We have four high schools near here, an elementary school and a senior center," said Ydanis Rodriguez, coordinator for Citizens for Social Justice and a candidate for the City Council, who stood outside the 191st St. station recording the times that buses arrived and the number of people waiting. Local businesses also were complaining. Fine Fare supermarket, located in front of the shuttle stop, is having an unexpected battle. "The bus driver told me I can't load in front of the store and I said, 'Are you crazy?
