The work of exterminating the Cattle tick in the southern and some of the western states is progressing satisfactorily, according to a statement made by Secretary Wilson Thursday. It began in Virginia and North Carolina, where, it was stated, cordial -cooperation is being given the department both in money and the extension of state authority to the department's officials. The appropriation for carrying on the work was $82,500. Some of the states have not enacted laws extending financial and other aid to the government, but Secretary Wilson said that even with the sum available much progress will be made. From California, Nevada, Oklahoma and Texas, he said, the reports already received give encouragement to the belief that in these states substantial progress has been made in exterminating the ticks.

At a meeting Thursday night of social democratic and social revolutionist university students it was decided not to oppose the reopening of the universities, which is scheduled for Octobei 14, thereby furnishing a strong possibility that the paralysis of the educational life of the country which has lasted for two school years may soon be ended. Many revolutionary students favored abandoning entirely the obstructive attitude, reentering the universities and resuming their studies, instead of making the universities "temples for the revolutionary movement," which was the motive behind the short and fruitless resumption of work in universities last year. 1 Among the. student masses there has grown up a feeling of resentment against the tactics which are depriving them of education, and a determination to resume studies regardless of any strike decisions. Among the arriving students, however, are many thorough irreconcila-bles, an extreme example of whom is an 18-year-old youth' from Warsaw who boasts that this summer he has killed 16 policemen. Reports from Moscow, Odessa and other university centers are to the effect that an unprecedented number of prospective students have registered, owing to the accumulation consequent on the two years' stoppage of instruction. An important conference between Dmitri Shipoff, Count Hayden, Michael Stakovitch and other prominent members of the peaceful regenerationist party will be held Saturday, to discuss the new developments in the Octoberist party, which probably forced them return to their old affiliations.

Taking advantage of the withdrawal of Count Hayden and others, the reactionist wing has started a campaign to capture the organization and turn It against the constitutional movement. The more progressive leaden are now considering a thorough review of the Octoberist programme instead of the creation of a new party. The leaders secretly hope, it is as serted, that the radical constitutional democrats will be victorious at the approaching elections for parliament, swing, the party over to the left and thus make room for a combination of moderate liberals.
