He aald the southwestern roads were not earning enouKh to buy needed new equipment and were paying heavy taxes. Mr. Baldwin said the taxes of hla road in 1921 were J1.000,000 and In 1924 f24.OOO,0OO. Ha listed several other western roads which had paid few dividends or none In the last ten years.

"The present International Great Northern," said Mr. Baldwin, "began operating November 10, 1912, and has yet declared no dividend. The Texas Pacific railway paaaea out of receivership in 1124 and paid a dividend for that year of per cent on preferred stock. Tha pre ent Oulf Coast lines commenced operation March 1, 1U. and paid first dividends In 1920.

These lines make up a considerable portion of southwestern mileage."
