Thompson, Sr. died in the influenza epidemic in 1920, Carl moved back to Stoughton with his mother, Hannah Hegge Thompson, and his two sisters, Ruth and Helen. They resided with their grandfather, the Reverend M. H. Hegge of First Lutheran Church in Stoughton and Cooksville Lutheran Church for several years, and Hannah taught home economics at Stoughton High School and founded and directed the school lunch program.

Carl often said that he received an early awareness of pay inequities for women when his mother's salary was cut to less than $100 per month during the Depression in the 1930's. This cut was more than that of the men teachers, because the system did not allow for women heads of households or widows. Carl graduated from Stoughton High School in 1932, attended Luther College for one year, and then transferred to the University of Wisconsin-Madison, where he obtained a Bachelor of Science in Economics in 1936, and a law degree in 1939. Carl worked his way through law school by serving as the chauffeur for then Governor Phil LaFollette of the Progressive Party, and later worked as a clerk in LaFollette's office. Carl was the youngest delegate at the founding convention on of the Progressive Party in 1934, and was instrumental in the reorganization of the State Democratic Party from 1946 to 1948.

After earning his law degree, Carl started a private law practice in Stoughton. In 1924, went into the United States Army and served in Intelligence during Word War II. He married Marian L. Foster, on Oct. 3, 1942.

After his discharge in 1945, Carl established a law practice with Emmett Chritton in Stoughton. Soon after, he was elected as an alderman and city attorney for Stoughton. He ran for Governor in 1948 and 1950 as a Democratic candidate. He was elected to the State Assembly in 1952, and then won a Senate seat in a special election in 1959, to fill the unexpired term of Gaylord Nelson, who had been el elected governor. Carl won re-election six times, serving a total of 32 years as a Democrat in the State Legislature.

He also established a real estate business, which he ran for many years in Stoughton. While in the Legislature, Carl became well known for his dedication to human rights and civil liberties. He worked on being half of marital women's property rights, reform including reproductive rights, supported by his wife Marian, who was a professor of Women's Education at UW-Extension and active in the Wisconsin Women's Network and Dane County League of Women Voters. Where 10 referred to planes hitting buildings, hundreds suggested truck or car bombs, officials said. Still others pointed to more fantastic plots poisoned water supplies, assassinations of important U.S. leaders, attacks on nuclear power plants.
