A Bronx cheer for Idaho pol By TIM IRELAND and JANE FURSE Daily News Staff Writers Mayor Giuliani yesterday called an Idaho senator's description of white New Yorkers as an "endangered species" an "ignorant, insensitive and thoughtless" remark. Noting that nonwhites are disproportionately victimized by crime, the mayor criticized the first-term Republican, Sen. Larry Craig then suggested that he educate himself with a visit to New York City so he could Police hail Queens cab find of 150G By VIRGINIA BREEN Daily News Staff Writer Undercover cops suspecting a robbery in Queens stopped a livery cab and found more than $150,000 cash in the backseat. No arrests were made. The driver and two male passengers denied owning the loot.

Officers from the 115th Precinct pulled over the white Chrysler on 107th St. and 34th Ave. in Jackson Heights around 8 p.m. after witnessing the two passengers acting suspiciously, cops said. "The guys in the back looked like they were trying to hide Officer Gregory McCann said.

"We had them get out of the vehicle, and then I noticed the bag. I thought there was a gun in there, because it felt lumpy." The white canvas duffel bag. actually contained 15 stacks of $5, $20 and $100 bills totaling roughly $10,000 each. Police were still counting the booty at 9 last night. The money was then to be trans-.

ported to a safe at Police Headquarters, and will probably end up padding city coffers. "All the bosses are watching us count," McCann said. learn who the real crime victims are. The mayor also suggested Craig is partly to blame for the city's crime rate for opposing gun control and the crime bill the mayor had lobbied for so hard. "New York was the victim of the failure of other parts of America to have reasonable and sensible regulations for the sale of very dangerous weapons," Giuliani said.

The junior senator from the potato state apologized Thursday for his remarks about white folks in New. York being an "endangered species." He also had said New York is "a very hostile environment" that he tries to avoid. The earlier remarks followed a talk Wednesday in which Craig responded to a question about East Coast environmentalists who push for Endangered Species Act enforcement in the West. "It isn't a New York City problem," he said. "The only endangered species in New York City is probably a free white human Later in the day, Craig said what he really meant was "the only person there isn't a law protecting today is the white Anglo-Saxon human being." It wasn't the first time a politician had lashed out at New York.

Jesse Jackson landed in hot water for calling New York City "Hymietown" during his first bid for the presidency in 1984. Rep. Newt Gingrich (R-Ga.) said last summer that New York would be to blame if the gas tax went up, and during the city's fiscal crisis in the '70s, former President Gerald Ford earned the headline in the Daily News: "Ford to City: Drop Dead." Dear Daddy, your first birthday with God. 'miss you. Love Ally I miss you, too. Debi By VIVIAN HUANG, VIRGINIA BREEN and LAURIE C. MERRILL Daily News Staff Writers An uphill battle just got tougher for a little deaf boy.

Rayangelo Abadia, born deaf four years ago, lost his left hand in a fireworks explosion yesterday at his Far Rockaway, Queens, home. The child was alone in the kitchen when a firecracker went off, mangling his hand, Police Officer Merri Persall said. He was taken to St. John's Episcopal Hospital by his uncle and then flown to Bellevue Hospital in Manhattan. In a delicate two-hour operation, doctors amputated Rayangelo's entire left hand below the wrist, said Dr.

Geoff Fenner, Bellevue's chief resident of hand surgery. The accident quiets the only voice the boy has because he uses both hands to "sign" what he wants to say. "He'll be fitted with a prosthesis and will undergo physical therapy," Bellevue spokesman Greg Fawcett said. "Because the child is deaf, he will also have to learn how to sign with one hand." Police Officer Bill Fischer, who knows sign language, accompanied the boy to Bellevue. "He was very scared and very hurt," said Fischer.

"I just tried to comfort him, and let him know something was going on like drawing blood," said Fischer, who has worked with children at Lexington Deaf School in Jackson Heights, Queens, since 1988. He said Rayangelo, whose left hand was swathed in bandages and his right fitted with an IV, couldn't sign in return. But he "nodded his head" to show his understanding. It is unclear exactly how the boy ignited the firecracker. His grandmother and uncle were in other rooms at the time.

Rayangelo, who is right-handed, was in stable condition after the operation. Doctors estimate he will remain in the hospital about a week..
