Shell was last seen by members of the tenant patrol in her building at 9 p.m. Tuesday after coming borne from a monthly tenants association' meeting that was beld In a nearby Housing Authority Police precinct Police last night charged Adelaide Alvarez, 38, of Rutgers St, with murder and criminal possession of a weapon. Her brother Richard 32, was charged with tampering with evidence and hindering prosecution for allegedly hiding a knife used in the slaying.

WASHINGTON Just a few weeks after his college athlete son was gunned down at Yale, Edward Prince yesterday pleaded with Congress to pass the Brady Bill, a law to control the kind of weapon that killed 19-year-old Christian Prince.

Choking back the tears several times as he testified before a House crime subcommittee, Prince said he also spoke on behalf of the other crime victims and their relatives at the hearing former White House Press Secretary James Brady and James Bias, father of basketball star Len Bias, dead of a cocaine overdose, and whose other son was shot and killed on a whim at a shopping mall. "Our anguish and pain are enormous, our lives permanently altered," Prince said. "And our priorities are a lot different How many tragedies does it take to change political priorities, or can common sense put individual rights in proper perspective?" Prince, Brady and Bias joined New York City Police Commissioner Lee Brown in calling for passage of the Brady Handgun Violence Prevention Bill, which would require a seven-day waiting period for the purchase of handguns nationwide. The measure is named for Brady, now partially paralyzed and in a wheelchair since he was shot during the March 1981 assassination attempt on former President Ronald Reagan. Critics of the bill, including Bush administration members and National Rifle Association representatives, testified that the legislation is not necessary and that instantaneous background checks at point of purchase will be instituted when they become technologically possible.

Speaking for a city that last year saw 1,476 people killed by gunmen, Brown testified that a national seven-day waiting period would discourage trips for out-of-state gun buys. He said the bill is "the least Congress can do." Handguns were used in 7,327 felonious assaults and 30,496 robberies in New York City last year, according to Brown.
