1w LEGAL NOTICE LEGAL NOTICE WITH NOTICE OF PUBLIC HEARING The New York City Transit Authority (NYCTA) will be holding public hearings on a proposal to close or modify subway entries and exits at the following locations: F.ntrnces and Points of Access Closures and Control Area Modifications 1) Fordham Rood (D) Under this proposal the passageway from the 24 hour control area (Booth 217) at 188th Street to the northwest and southwest corners of Fordham Road would be closed. Existing stairways S5 and S7 would be converted toexitonly stairways. This is being done for safety reasons; the passageway has become an invitation to crime. The 400 feet long passageway and the two stairways are presently open from 6 A.M. to 9 P.M., 7 days a week.

During these hours an alternate entrance is available across the street, approximately 1 00 feet, at the northeast and southeast corners of Fordham Road. 2) 182nd 183rd Street (D) This proposal is to close stairway SI and S2 at the southeast and southwest corners of 181st on the Grand Concourse and the passageway leading from booth N-215 at 182nd Street to these stairways. The stairways and the passageway have been temporarily closed at the request of the local community due to low usage, safety hazards, and because the area is frequented by vandals and criminals. Walking distance from the closed stairways to the full time booth is approximately 170 feet. 3) 155th Street and St.

Nicholas Avenue (B) -This proposal involves the closing of the high entrance and exit turnstiles located at the 153rd Street end of the 155th Street and St. Nicholas Avenue Station and entrance stairways SI and S2 and the platform stairways PI and P2. The area is located at a remote end of the station and is seldom used by passengers. A total of 68 registered fares were recorded on the high entrance turnstile between January and July 1988. The area is presently open from 4 A.M.

to 10:40 P.M. daily. Alternate access to the station is available at the full time control area (N-17) approximately 525 feet away at 155th Street and St. Nicholas Avenue. 4) Union Square Station The proposal at the Union Square Station involves the revision of token booth hours at one location and the resumption of services at a previously closed port-time token booth.

These proposed changes at the Union Square station are the result of discussions held with the local community groups who requested the changes. The changes will improve the overall service to our customers. Following is a breakdown of the present token booth operational hours at the Union Square station and the proposed hours: CLOSING COSTS OF JUST $250, OUR HOME LOAN OPENS AUJT OF DOORS. N.A.Memfcer FDIC LEJ Equal Housing Lender 4th Avenue 5) Rector Street (1) This proposal involves the station restoration of Rector Street for improved passenger flow by converting full time booth R-103 to part-time operation and part-time booth R-102 to full time operation. Existing stairway S3 at control area R-102 would be removed. Battery Park City Development is closest to the current part-time booth R-102. Converting booth R-102 to full time operation will reduce passenger inconvenience.

Additional ly, the control area at R-102 is the larger of the two staffed areas. Converting it to a full time area would allow the installation of an additional turnstile to relieve congestion. 6) Myrtle-Wyckoff Avenue Station This proposal involves the conversion of the part-time booth H-27 located at Palmetto and Wyckoff Avenues, to a full-time operation and full time booth H-26, located at Myrtle and Gates Avenues to a part time operation. This change was proposed by the Publ ic Transit Services Committee of Community Board 5 in Queens. Over 400 buses enter and depart the PalmettoWyckoff depot area on a daily basis, including the B55, B58, B54, B26, B13 and B52.

The bus stop area is in the vicinity of part time booth H-27. Many of the buses operate on a 24 hour schedule, and when this control area is closed, passengers must walk under the elevated structure to the full time control area located at Myrtle and Gates Avenues. Surveys have indicated that between 10 P.M. and 6 A.M., the period when the H-27 control area is closed, more than 50 of passengers alighting from buses at Palmetto and Wyckoff Avenues walk to the H-26 control area to enter the subway. Passengers exiting the subway during the night time hours who desire bus service are also affected in that they now have to walk an additional block under the elevated structure to the bus stop.

7) 14th Street and 8th AvenoeBth Avenue Line E) and 14th Street Line(L) This proposal Is to modify the control area at booth H-l by relocating the token booth and turnstiles to outside the passageway at the south end of the 8th Avenue mezzanine. The turnstiles at the present booth area would be removed and replaced with two high exit wheels. Stairway S2, M2 at the northeast corner of 14th Street and 8th Avenue would be converted to an exit only stairway. The modification would permit complete removal of the high rail spanning both sides of the mezzanine from the proposed new H-l control area to the control area at N-79 located at 15th Street and 8th Avenue, opening the 8th Avenue mezzanine area and providing better passenger flow for those transferring between the 8th Avenue line and 14th Street line. The modification and relocation coupled with concession relocations will provide the railroad clerk with a full view of the 8th Avenue mezzanine and the passageway leading to the 14th Street line.

8) Cortlondt Street (R) This proposal involves limiting access to the part time control area A-53 at the south end of the southbound platform during the night time hours. This control area leads to the concourse of the World Trade Center. The part time booth at this location is open from 6 A.M. to 7:30 P.M. Monday to Friday.

When the booth is closed, entry access or exiting can currently be accomplished through high entrance and exit turnstiles which are open all night. The Port Authority is planning to close this section of the World Trade Center Concourse from 11 P.M. to 6 A.M. The closing of the high entrance exit turnstiles will coincide with the closing of the World Trade Center Concourse. When the area is closed, passengers can enter and exit at the full time control area A-52 which is located 400 feet away at the north end of the Southbound platform.

9) Bowling Green Station Lexington The modification at the Bowling Green station involves removing the existing high entrance turnstile located at the part-time booth R-200A control area on the northbound platform, relocating the entrance gate, and installing 3 two-way turnstiles. This proposal will rel ieve the extreme peak hour congestion at this location. The present booth hours of part time booth R-200A are from 7:10 A.M. to 8:30 P.M. Monday through Friday.

Removing the high entrance turnstile will only limit access at this control area when the booth is closed. A 24 hour token booth is located a short distance away (132 feet) from booth R-200A at the bottom of escalator E-343. These changes ore part of a total effort to improve passenger safety traffic flow, station conditions and service reliabi lity for our customers.
