WISCONSIN STATE JOURNAL, THURSDAY, SEPTEMBER 12, 1974 page 4, section i 1 -i kllfS Krtw Assemlby Demos Get Good Start vV Iff' was retiring after 25 years in the Senate. In a race to replace another retiree, Sen. Wilfred Schuele, State Rep. David Bcrgcr turned aside the challenge from Walter Heiden. Both Berger and Heiden had been active in getting probate reform bills through the Legislature.

In the two closely watched contests to replace the Republican leadership in the Senate, one race was decided, another remained uncertain. Seeking to replace outgoing Senate Majority Leader Raymond Johnson (R-Eleva) on the GOP ticket will be Harold LaChapelle, Wisconsin Rapids, currently Wood County district attorney. Facing him in November will be Thomas Harnisch, a Neillsville lawyer. THE GOP NOMINATION to succeed Asst. Senate Majority Leader Jack Steinhilber of Oshkosh, who also decided not to run By JOHN KEEFE Of The State Joarnal Staff Hie Democrats start the November election campaign ahead 21-2 in the State Assembly, but their advantage is far less than their hopes in the State Senate.

With most of the balloting from Tuesday's primary counted, only two legislative incumbents had been knocked off in the intra-party fights and both were in Milwaukee County. Five-term Rep. William Atkinson (D-South Milwaukee), chairman of the Assembly Veterans and Military Affairs tee, was toppled by Chester Gcrlach of South Milwaukee. THE OTHER OUSTED incumbent was first-term Rep. Earl Keegan of Milwaukee.

John Norquist of Milwaukee beat Keegan, and won himself a seat in the Assembly, since he has no November opposition. Norquist was just one of the 21 Democrats who have no Republican opposition in the general election, giving them a big boost in their effort to maintain a majority in the Assembly. Their margin now is 67-32. Over in the Senate, all incumbents sailed through the primary opposition. That will not make It any easier for Democrats to capture majority control in the Senate for the first time since 1890.

For a decade, Democrats have been saying they could gain a majority in the Senate. But they came closer than ever before two years ago, when the margin was cut to 18-15. WITH Tins BEING a Democratic year, they have higher hopes than ever before. Republican Sens. Gordon Roseleip of Darlington, in the 17th District in Southwestern Wisconsin, and Everett Bidwell of Portage in the 27th District in Central Wisconsin easily out-distanced their opponents.

Most of the primary action was centered on the Democratic ticket. In the newly created 13th District including parts of Dane, Jefferson, and Walworth counties, State Sen. Dale McKcnna swept to an easy victory over Robert McDermott of Monona, 6,166 to 3,001. In Milwaukee, where the lack of Republican opposition in November in many cases means Tuesday's nomination was the same as election, two contested primaries attracted attention. STATE REP.

RAYMOND TOBIASZ was defeated by State Rep. Gerald Kleczka to take the seat of Sen. Casimir Kendziorski, who November Legislature Candidates again, was headed toward a recount today. Former State Rep. Jon Guiles of Oshkosh had an unofficial 20-vote lead over Robert Tor-gerson of Neenah.

The winner will face Gary Goyke of Oshkosh, the Democratic nominee. Sen. Bruce Peloquin (D-Chippewa Falls) won his primary battle, but could face a stiffer challenge in November from the Republican nominee, Lawrence Durning, Eau Claire County district attorney. In the 25th District in northwestern Wisconsin, Lewis Martin of Superior was picked to face incumbent Republican Sen. Daniel Theno of Ashland.

The 25th District is considered one of the more vulnerable GOP seats in November, and Democrats have it high on its list to capture. In the 21st Senate District, Sen. Henry Dorman of Racine survived his primary test, but faces a Republican Bill Gowins of Racine in November, IN THE ASSEMBLY, Democrats are expected to have little difficulty keeping its majority. With Republicans defaulting in 21 districts, Democrats need only to pick up 29 more. Originally, it had been 22 districts, but Republicans put on a write-in campaign in the Calumet County district now held by Rep.

Gervase Hephner of Chilton. Donald Schnell of Brillion got the GOP nod through a write-in campaign. State Rep. Lloyd Barbee (D-Milwaukee), one of two blacks in the Assembly, squeaked by in his primary. Robert Swan, brother of State Sen.

Monroe Swan of Milwaukee, came within 50 votes of upsetting Barbee. Ready fo Fill The little old wine maker never told anybody about this end of the business. Leanna Pape, damp but undaunted, slid through a small opening in a 10-foot high wine barrel in anticipation of a new batch of juice not of the grape of the cherry. A coworker at a Cedarburg winery, Thomas Wilson, hosed down the floor nearby. The vat was being cleaned and sterilized before being filled with a new batch of cherry wine which will be aged for a year in the vat.

FROM WASHINGTON drug enforcement headquarters, Bartels said the raids are expected to knock out contraband pills that yearly generate illicit street sales of $1.6 billion. Jerry Jenson, regional director of the Drug Enforcement Administration (DEA), said Wednesday the Wisconsin arrests, most of which were made Tuesday, were the culmination of more than a year's investigative work. DAVE BUKEY, assistant U.S. attorney, said officials had three more sealed indictments, but would not comment on the number of additional arrests expected until those involved were taken into custody. Those already arrested and charged with violation of the Controlled Substance Act by distributing and dispensation of pills called "mini-bennies" in the Wisconsin area were, besides Wallace, Richard Knox, 26, Whitefish Bah; Steven Stillwell, 22, Oshkosh; and Steve Rickley, 24, formerly of Kenosha and now of Southern California.

The police were called by a neighbor. Douglas I). Herwig, who heard noises from the Walker home, and went over to investigate. Herwig said he saw Walker pull Jason's head by the hair, and bit the child on the stomach, the complaint said.
