Should sne enter the war, however, she will do so, it is said, without the guarantees of territorial advantages offered her in the past. Important Changes Are Believed Impending in Near East Political Situation London, Sept. 12.

The political situation in the near East Is of no less interest to European capitals at the moment than the military outlook as it is believed important changes are impending. The reasons which prompted Premier Zaimis, of Greece, to present his resignation are not set forth in the dispatches from Athens, except that he complained internal incidents were preventing him from dealing with the external situation. It is believed in London that his offer to resign was due to the fact that he accepted the post on the understanding that he was to maintain neutrality and that in view of the Bulgarian occupation of Greek territory he finds this no longer possible. Should Greece decide to join the entente she will do so, it is understood here, without any guarantees for the future. There was a time when the entente was ready to offer Greece territorial advantage in relation for her military assistance.

The time has passed and if Greece now comes In, according to report, she must waive the question of conditions except that the allies will agree to place munitions and equipment at her disposal. English political writers say that the purpose of the visit of King Ferdinand of Bulgaria, to Emperor William is believed to be to lay down conditions under which Bulgaria will continue to fight. Crown Prince Rupprecht in Command of Somme Armies; Other Changes Berlin. Sept. 11, via London, Sept.

12. Crown Prince Rupprecht of Bavaria has now assumed the over command of the German armies on the Somme front. He is entrusted with the general direction of operations against the Anglo French offensive. All troops assigned to this task are placed under his control, making possible the distribution of reserves and the employment of all the means of war to the best advantage under a unified plan. The appointment of Prince Rupprecht was effective before the latest visit of an Associated Press correspondent to Baupme last week but the news could not be cabled until the announcement in the official army headquarters report of to day, which reveals' a general rearrangement of commands brought about by the appointment of Field Marshal Von Hinden burg as chief of staff.

The new order divides the western front into three sectors and assigns these to three princely commanders who. regardless' of reasons of policy which dictated their appointments to command of armies at the beginning of the war, have won spurs by the successful conduct of operations. They are regarded here not as figureheads but as generals of experience and distinction. Duke Albrecht, prospective heir to the kindom of Wurttemburg, who is in command of the northern sector, before the war had risen to the rank of general and corps commander, lie Inflicted the first great defeat on the French In the dash northward through Belgium. Crown Prince Rupprecht, in command of the central sector was the victor in the battle in Lorraine which crushed and repulsed the French invasion of Germany in 1914.

The German Crown Prince has the over command in the Verdun sector. Believes Spain Mast Decide in Favor of One or the Other Belligents Soon Paris, Sept. 11. Spain must decide in favor of one or the other of the groups of belligerents in the opinion of Antonio Maura, former Pre mier and Leader of the Conservative party according to news dispatches from Madrid quoting an address delivered by Senor Maura. The address was delivered at Ber anga, near Bilbao at a meeting attended by 6.000 Mauristfs.

The former premier declared, according to the dispatches, that Spain could not abandon her neutrality but that the condition of the war made her isolation henceforth impossible. He is quoted as saying that it was moreover essential that France and England should not be hostile towards Spain. The Madrid dispatches predict that Senor Maura's speech will cause a strong impression throughout the country as his prestige was never so high as at present. This convention opened at 11 o'clock in the caucus room of the House of Representatives at the Capitol. The registration showed 115 postmasters present. Others arrived this afternoon. Following prayer by the Rev, Henry W. A.

Hanson, pastor of Messiah Lutheran Church, Postmaster W. D. McGlnnis, of Connellsvllle, president of the State Association made a brief opening address. City Solicitor Daniel S. Seitz, who represented Mayor E.

S. Meals, wel comed the postmasters on behalf of the citizens of Harrisburg. Postmaster Richard T. Hugus, of Jeanette, responded to the welcome by City Solicitor Seitz. President McGinnis announced that the following committees would meet after the opening session, each having important business to look after.

Afternoon Session The afternoon session opened at 3 o'clock. Postmaster Thomas Woods of Muncy delivered an address on "Our Rural Service," referring to the rapid development of this system of delivery, and its value to farmers and residents of country districts. "Marketing by Parcel Post," was the subject of a talk by Lewis B. Flohr, of the Agricultural Department, Washington, D. C.

Addresses were 'made by Isador Sobel, of Erie, first president of the State Association, and J. T. Cortelyou, post office inspector of Philadelphia. This afternoon the postmasters were given a boatride on the river through the courtesy of the Harrisburg Chamber of Commerce, and rark Commissioner E. Z.

Coroners Hear Paoers on Various Phases of Duties The annual convention of the Coroners' Association of Pennsylvania opened this afternoon at 2 o'clock in the rooms of the Engineers Society of Pennsylvania, Front and Chestnut streets.

Coroner S. A. Jamison of Allegheny who arrived this morning, is presiding. There are 75 representatives present. The convention will continue throughout to morrow.

At a meeting this morning of the executive committee a program was mapped out. for the presentation of timely papers, and a discussion of important topics. This afternoon, following the opening of the convention V. S. Wadsworth M.

of Philadelphia, gave a talk on "Post Mortem Examinations." General discussion followed, with Dr. R. L. Perkins, of Harrisburg leading. Dr.

W. E. Delaney of Willlarnsport read a paper on "Duties in performing post mortems and fees for same." Dr. Charles L. Ashley of Wilkes Barre, coroner of Luzerne county lead an open discussion on "Coroner's Office in Anthracite Region." The program includes a short practical talk to Coroners by State Commissioner of Labor, John Price Jackson, and the reading of a paper by State Commissioner of Health Dr Samuel Dixon on "Relation of the coroner umce to Vital Statistics." Following this afternoon's session the Coroners visited numerous places of interest in Harrisburg and to night will go to the Capitol which will be illuminated for their benefit.

The session to morrow morning starts at 10 o'clock. Defective Gasoline Jumps Cost Motorists of Penha. Millions That automobile owners in Pennsylvania have been paying out hundreds of thousands of dollars within the last few years for gasoline which they did not get because of defective pumps used by retailers, was the declaration of Theodore F. Seraphin, of the gasoline pump department in the Philadelphia Bureau of Weights and Measures, in speaking on that subject of "Testing and Sealing of Gasoline Measuring Pumps," at the fifth annual conferece of the Pennsylvania Association of Sealers of Weights and Measures. "In Philadelphia in 1914.

auto owners paid out half a million dollars for gasoline which defective pumps cheated them from getting. Last year a big improvement was evident and the loss was only about a quarter of a million. These figures are based on the average daily supply together with the shortage found in the inspections and tests of the pumps, Considering the facts that gasoline increased in price, the number of automobiles in use increased and the consumption also, the improvement is evident. This year it will be more marked." Thure Hanson, Commissioner of Weights and Measures of Massachusetts, made the opening address this afternoon, and spoke on the work' being done by the department in that State. Marquart, of the Pennsylvania Bureau of Standards, in his address on "Benefits of Public Scales in City Markets, declared that everv public market in the State should have public scales for the use, of purchasers. Charles Ft Borgel, scale inspector at York, and an authority on platform scales, spoke on that subject late this afternoon. He gave a demonstration of how to test platform scales, using the ones at the rear of the Capitol. Meet in Senate Chamber The conference of the sealers opened this morning at 9:30 o'clock in the Senate chamber at the Capitol with almost 100 in attendance. James Sweeney, chief of the State Bureau of Standards, made the opening address of welcome, and spoke of the practicability of laws for weights and measures, and told of the protection which it afforded everv home in the State.

Secretary of Internal Affairs Henry Houck also welcomed the sealers and paid a tribute to the late ex Governor Pennypacker. Congressman McGillicuddy carried his city of Lewiston by 1200, although he lost the city of Auburn, across the Androscoggin river by 300. The election of Ferd E. Stevens, Republican, as sheriff of Androscoggin county, of which Lewiston is a part. Is another surprise of the election as he stands on a platform for the strict enforcement of the prohibitory liquor law.

The election tf Mr. Milliken as Governor means that Maine will see the strictest enforcement of the prohibitory liquor law in its history. In every speech made by him in the campaign, Mr. Milliken stated if he were elected that he would ask that the Legislature give him more power to enforce the liquor law. Curtis, Democrat, was elected by a plurality of rising 3 000 votes in a three cornered fight in which the Progressives polled 18, 000 votes. The di rect primary was given Its first test In Vermont to day with popular interest centered in the triangular fight for the Republican nomination for United States senator. The candidates are Senator Carroll S. Page, Governor Charles W. Gates and ex Governor Allen W. Fletcher.

Horace F. Graham has no opposition for the Republican nomination for governor. The two members of Congress, Frank L. Greene and Porter Dale, Republicans, likewise are unopposed foR renomination. With the exception of a few local fights there are no Democratic contests.

The candidates for the prin cipal offices are: United States senator, Oscar C. Milerl; Congress, Emmett B. Daly and G. Herbert Pape; governor, V. Mayo.
