MADISON Robert H. Laubengayer, age 74, of Madison, was called to eternal rest with the Lord on Thursday, January 21, 1993, after a courageous battle with cancer. He was born on November 9, 1918, In Sclo Township near Ann Arbor, Michigan, to Herman and Henrietta (Jedele) Laubengayer. He attended elementary and high school In Ann Arbor, and business extension courses at the Uni SAN JUAN, Puerto Rico (AP) Nearly 100,000 people marched Sunday in protest of a bill to make English and Spanish this U.S. territory's official languages.

Spanish is currently Puerto Rico's only official language. The bill threatens "Puerto Rican nationality," educator Jose Ferrer Canales told a crowd in front of the Capitol. Police estimated the crowd at 80,000 to 100,000. Gov. Pedro Rossello, leader of the pro-statehood New Progressive Party, is sponsoring the bill.

It is virtually assured of passage because the Legislature is dominated by pro-statehood lawmakers. Language and culture is a sensitive issue for Puerto Ricans, many of whom are uneasy about what they see as the Americanization of the island. Spain colonized Puerto Rico and controlled it for 400 years before ceding it to the United States in 1898. "Once again, history calls on us to defend our integrity and to reaf firm that the only language that can represent us as a people is Spanish," said Canales, a professor emeritus at the University of Puerto Rico. The march was organized by the small Puerto Rican Independence Party.

Many of those attending carried the one-star, red, white and blue Puerto Rican flag. In 1991, a Spanish-only law was pushed through the Legislature by then-Gov. Rafael Hernandez Colon, who was replaced by Rossello Jan. 2. Colon's Popular Democratic Party wants Puerto Rico to retain commonwealth status with enhanced autonomy.

Puerto Rico's 3.6 million people have U.S. citizenship and receive many federal benefits such as Social Security and food stamps. They are also eligible for military service and the draft. They do not pay U.S. taxes and cannot vote in federal elections.

They are represented in Congress by a non-voting delegate. four grandsons; seven granddaughters; a brother, Ronald (Judy) Sarbacker of Black Earth; two uncles, Roy (Helen) Sarbacker of Black Earth, and Earl (Chris) Sarbacker of Avon Park, Florida; an aunt, Loretta Zander of Waunakee; a brother-in-law, Neal (Judy) Zander of Racine; and three nephews.
