The university prohibits undergraduates from having cars and motorcycles "In the Oxford area" without university permission. Rubin said students can enroll at another university if they don't like Miami's policy. Rubin said the students' argument the policy violated their rights under the due process and equal protection clauses of the Constitution was unfounded. He also rejected the students' argument that their right to travel was being violated. CINCINNATI (AP) A federal Judge has agreed that Miami University's century-old educational policy of total Involvement does not violate students' civil rights, even though they can't have cars on campus or in town.

Miami banned horses for students after It opened In the early 1800s in the southwest Ohio city of Oxford. The ban later was updated to Include cars and motorcycles. VS. DISTRICT JUDGE Carl Rubin on Friday threw out a student challenge to the policy. He said the policy doesn't violate students' constitutional rights to privacy or travel.

University officials said the policy Is designed to limit the number of vehicles in Oxford and cut down on distractions for students. "This objective would not be FRANKLIN; James E. Bradford, 56, of 112 Boys Wednesday. Services were today. (Eaton) LEBANON: Lela E.

The suicides brought a protest by James Tamme, president of the Ohio Cicil Service Employees Association at the Center. He said today's death marks the third since the center opened June 2, 1980. In October 1981, an 18-year-old man hanged himself with a sheet tied to a sprinkler head also. "They aren't supposed to hold any-' more than 40 pounds," Tamme said. William Sherer, acting director of the Forensic Center, said the sprinklers have been a concern.

He said it is not the sprinkler head but a guard over them installed to protect the outlets that thf suicides have used. He said a complaint has been lodged with the Ohio Department of Buildings and Factories. Sherer said one possibile remedy Is installing the sprinklers in ceiling recesses but that requires a heat sensitizer, a small metal disk, that is exposed and could be used as a weapon. ferred to Dayton from the Lima State Hospital in February, 1981.
