ON-TV has initiated a fall advertising campaign In Dayton newspapers, offering a $10 discount on the usual cost of $69.95 for installation and deposit on the decoder box. The company now has an office in Midd-letown and has a toll-free number (1-800-762-7937) for other customers. Buford is based in Tyler, Texas. The company also owns a pair of TV stations in Texas, a TV station in St. Louis and two cable systems in Indiana.

ANOTHER GROUP HAS filed application with the FCC for permission to establish an STV operation on the vacant Dayton Channel 45. That group, incorporated as Freedom Broadcasting was formed by Broadcast Management Corp. of Fairfield. Freedom includes several members of Dayton's black community. President is Vate Jackson, a computer programmer at Wright-Patterson Air Force Base and a member of the board of Big Brothers-Big Sisters of Greater Dayton.

Another principal in Freedom is Charles E. Taylor, president of Wilberforce University. Freedom, like Buford, would broadcast free programs during the day and switch to STV in the evening.
