Four REPORTER, WELLSVILtfc, NEW YORK Wednesday, February 5, 1958 Veterans Property Tax Exemption Explained to Board of Supervisors County Attorney William Serra Discusses Present System, Proposed Law By TODD GRIFFITH (Reporter Staff Writer) During the afternoon seslon of yesterday's monthly meeting of the Allegany County Board of Supervisors at Belmont, County Attorney William Serra gave a lengthy interpretation of the law of. statutory property tax exemptions, concerning veterans, and of changes which may be effected to the law in the future. Mr. Serra's topic included the fact that limited property tax exemptions in Allegany County now keep upward of $400,000 from the tax roll, part of which the contemplated revisions would make eligible for tax purposes. As is presently the case, veterans and certain other eligible parlies may be exempted to a maximum of $5,000, where the exemption ocnceras school taxes.

Two methods of revision are currently before tfie legislature, one concerning a reduction in the total maximum exemption to $2.500, and the other involving tabulation of the exemption on the basis of assessed valuation rather than full valuation, as is now the case. By means of a chart, Mr. Serra explained how a home with a full valuation of $0,000 might have an assessed valuation of $3,000 under present procedures, have eligible funds allowed amounting to $2,000. have a sum of $1,000 on the tax roll and be taxable for $2,000. According to the method Mr.

Serra seemed to favor the same home would have full and assessed valuations of $6,000 and $3,000 but the eligible exemption allowed would be reduced to $1,000, a $2,000 figure would go on the rolls, making the taxable amount $4,000. Mr. Serra told the Supervisors of other methods which have been used in some areas to raise the taxable amount, one by means of raising the full valuation of the home, which hurt the veteran by placing his home at the higher valuation on the school tax roll. Mr. Serra explained that by reducing the exemptable property by 1 50 per cent the taxable property would not be 'raised by an equal amount, but that would be sizeable.

The leases were approved collectively by a roll call vote of 20 in favor, with nine of the Supervisors absent. Only two resolutions were acted upon during the afternoon. One concerned purchase of highway right of way from George Billings of Independence for a sum of $100 and was carried by a unanimous roll call vote with 17 Supervisors present. The second concerned approval for the county to establish a mutual plan for the issuing of surety bonds, similar to the plan currently ID use for Workmen's Compensation. It was explained to the supervisors that the plan would result in a sizeable saving, and, the resolution was carried by acclimation vote.

Annual reports accepted included: Report of inspection of the County Farm; report of Coroner George W. Batt; report of Commissioner of Public Welfare Raymond F. Shear; report of calls at Fire Control Center; report Cecile E. Mathern, Clerk of surrogate's Court; report on Public Health Nurses by Supervisors' Public Health Committee. During the morning session Rolland Perry, the new Willing Supervisor was introduced by Chairman Harry Joyce of Andover.

Supervisors Paul Baker of Wirt and H. L. Blbss of Independence were named to new terms on the Forest Practices Board. Named as farmers', representative 'to the Fish and Wildlife Management Committee was Borland Hale. Letter from Attorney Serra, informing the board that in order to receive quarterly Social Security coverage a Supervisor must receive at least $50 during edch quarter, unless his total salary amounts to more than $4200, in which case he will acquire four quarters regardless of the fact he is paid total amount in one quarter.
