Here in Dayton, we could have a neighborhood TV station beaming out programs just for folks in the downtown and Oregon districts. We could have a soul TV station serving West Dayton. And how about a high-flying TV station for the military crowd at Wright-Patterson, a farm TV station for oF McDonald and an uppity TV station for Oakwood? (Just kidding, folks.) The Federal Communications Commission actually envisions something like that.

Last year, the FCC created a new class of low-power TV stations limited to 10 watts (VHF) and 1,000 watts (UHF) so they won't interfere with their big brothers. Each station will serve an area of less than 15 miles radius from the transmitter. And such a station could be started on a shoestring maybe $10,000. Well, it'll happen, but don't hold your breath. The FCC has been deluged by 12,000 mini-station applications so many they're awarding the licenses by lottery and have frozen any new applications for now.

It'll certainly be several years before any mini-stations pop up on TV screens here. Ch. 66 gets first permit But there's news anyway: Channel 66 has became the first Dayton station to be granted a construction permit to operate as a mini-station. The trouble is that the owners of Channel 66, Bu-ford Television of Ohio, have sold the Cincinnati-based station and the new owners say they have no plans to change its operation or develop any local programming. Channel 66 already is a low-power station actually a translater affixed to the Channel 16 tower, rebroadcasting.the programming of Cincinnati's WBTI (Channel 64) during the day and offering a subscription (STV) service called ON TV in the evening.

However, Channel 66 was licensed under old FCC rules that did not permit a low-power station to originate local programming. Since Channel 66 was an existing translator station, Buford recently was able to get a construction permit to operate Channel 66 as a mini-station. Buford had been planning a network of such stations in Dayton, Springfield and several other Ohio cities. However, Buford has sold WBTI to United Cable Television Home Entertainment Network. The license was transferred on April 1 "and United Cable has no plans to operate it other than the current mode," a spokesman said.

15 seek channels in Dayton Eventually, Dayton could get several new low-power TV stations, since 15 groups have filed appili-cations seeking six UHF channels here. No Dayto-nians apparently are involved in any of the applications, but the Troy Daily News, through its TDN Cable News subsidiary, has filed for Channel 47 in Troy, and Amos Press, publisher of the Sidney Daily News, is seeking Channel 32 in Tipp City and Channel 8 in Lima. Many of the stations would be STV. Many would rebroadcasf the programming of TV stations elsewhere, but most would have some locally originated programming to serve specific neighborhoods. Applicants with no competition for a particular channel are to get priority.

Dayton applicants facing no competitors are Community Service Television a California-based Hispanic group, which seeks Channel 39, and B.S. Grimm and Communications, which seeks Channel 68. Channel 56 in Dayton is sought by Global Village Video Resource Center, a non-commercial media center in New York City; LPTV, of Austin, Texas; Microband Corp. of America, a subsidiary of Tym-share, the International Union of United Automobile, Aerospace and Agricultural Implement Workers of America (UAW); Neighborhood TV financed by Sears' Allstate Insurance; Vision Unlimited, licensee of WSTG-TV in Providence, R.I.; and The Television Ten, a group of blacks in Vineland, N.J. Seeking Channel 69 are Citizens Television System, a Washington-based organization headed by Ralph Nader; Domsat of Ohio, a Michigan-based corporation; and Near North Communications.

Vying for Channel 32 are Graphic Scanning Corp. of Engle-wood, N.J., and Gaylord Broadcasting licensee of LorainCleveland station WUAB-TV. The UAW, Nader and the Sears group each is planning a network of mini-stations across the country. None of the Dayton applicants has formulated its programming plans, but it's an exciting idea. The project would open up TV service to rural areas poorly served by existing stations, encourage programming aimed at specialized groups and, in some cases, get niore racial minorities involved in broadcasting.

Nobody knows whether any Dayton channels will still be available when the smoke clears, but maybe we ought to pass the hat. Channel hopping M'A'S'H is coming back in reruns next Monday (9 p.m. on Channel 7), so you'll get another look at the show's final season as well as that finale sometime in late summer Ron Kindell, Cilia Landrigan, Elana Borchers and an audience of 50 children celebrate the arrival of spring in Three by Three, a half-hour Channel 7 special at 2 p.m. Saturday.
