The official quarterly return of the marriages, births, and deaths, registered in the divisions, counties, and districts of England, was issued yesterday, from the office of the Registrar-General. We subjoin the report This return comprises the births and deaths registered by 2,189 registrars in all the districts of England during the summer quarter ending September 30, 1851 and the marriages in more than 12,000 churches or chapels, about 3,190 registered places of worship unconnected with the Established Church, and 623 superintendent registrars' offices, in the quarter that ended June 30, 1851.

The return of marriages is not complete but the defects are inconsiderable, and approximative numbers have been supplied from the records of previous years. The marriages still exceed the average, but are less numerous than the marriages in the corresponding quarter of last year. The births continue to increase rapidly, and the mortality is below the average. The returns therefore present a favourable view of the state of the country. MARRIAGES.

38,498 marriages were registered in the quarter ending June 30th. This number is less by 520 than the number registered in the spring quarter of 1850, but more by 3,777 than the number registered in the spring quarter of 1848. The marriages only amounted to 30,048 in the spring quarter of 1842; they rose to 34,268 in the sprin-quarter of 1844; to 37,111 in the spring quarter of 18461 declined to 35,197 in 1847; and rose aeain to 39.018 and more than twice as fatal as it was in the summer of 1850. There has been a progressive increase of diarrhoea since the summer of 18-11, when only 228 persons died of the disease 627 deaths were referred to typhus, 38 to remittent fever. Tpyhus was increasing at the close of the quarter.

The south-eastern division has been less healthy than it was last year. The mortality was above the average in the Medway district (including the Isle of Thanet (including Margate, Ramsgate, and Broadstairs). Dover, Brighton, Worthing, Newport, in the Isle of Wight, Hun-gerford, and Abingdon. Diarrhoea was prevalent, as well as typhus and scarlatina, in several of the districts. 3 cases of cholera were fatal at Newport, in the Isle of Wight.

The south midland division was generally healthy. The mortality was much below the average in' the counties of Hertford, Northampton. Huntingdon, Bedford, Buckingham, and Cambridge. In Oxfordshire the mortality was above the average in the districts of Thame, Headington, and Oxford. In Oxford 19 persons died of scarlatina, 16 of dtarrhcea, and 3 of typhus.

The health of Cambridge has, on the contrary, been unusually good. The deaths were only 105 in the quarter whereas the deaths in the corresponding quarters of 1847-50 were 135, 137, 133, and 151. The registrar of St. Andrew- the-Grtat, Cambridge, states that very great improvements have been made in the sanatory arrangements of the town." There was a small local outbreak of Asiatic cholera in Leighton Buzzard. "Three deaths from cholera occurred as follows: At Lon3lade, a woman aged 51 years, cholera 24 hours." The Memoirs of Horace Walpole' nearly completes the chain of mixed, personal, political, and literary history, commencing with Evelyn and Pepys. carried forward by Swift's "journals and correspondence, and ending almost in our own day with the histories of Mr. Macaulay and Iird Mahon. Besides its historical value, which is very considerable, it cannot lie estimated too huchlv as a book of mere amusement. It is a necessary addition to the library of every F2nglish gentleman." In the eastern division the mortality was below the average in Essex and Suffolk, above the average in Norfolk. Diarrhoea prevailed at Leyton in West Ham, Wickford, and Rayleigh in Rochford fever of the remitting and typhoid type prevails. Ipswich sutfered from diarrhoea Lowestoft frorri scarlatina and English cholera.

Diarrhea was fatal in Norwich and Yarmouth; scarlatina in Yarmouth, Flegg, Walsingham hooping-cough in Downhanu. The south-western division, with the exception of Cornwall, was healthier than is usual. In Amesbury and Salisbury the mortality was high. -Scarlatina was prevalent in Marlborough, Wilts typhus in Wareham, where, in the opinion of medical men, it was aggravated bv bad drainage. Scarlatina and diarrhoea prevailed in Plymouth and Stoke Damarel.

Scarlatina was the chief cause of the high mortality in Cornwall. Small-pox has also been there. Dysentery is now prevailing in St. Ives. In the Penzance sub-distriet the deaths exceeded the births registered; and sanitary measures are so grossly neglected by the inhabitants, that 57 of their children have died of small-pox, which is still prevailing.

In Bath diarrhcea was prevalent ia confined, dirty localities, where there were bad effluvia from nuisances." In the west midland division, the public health was as good as usual in Gloucestershire, Herefordshire, and Shropshire. One death from cholera occurred in St. Marv Rud-clitfe, Bristol, and one in St. John theBaptist, Gloucester; a low fever and scarlatina were fatal in Stroud dysentery prevailed in Albrighton, Shiffnal and it is stated that the population is decreasing in Shirfnal, from emigration and want of employment in the agricultural districts." Small-pox has nearly disappeared from Shrewsbury one person died of cholera in Burslem where diarrhoea prevailed, as it did also in Longton, Darlaston, and Dudley. Tn couples were married which exceeds the number married in the summer of 1848 by 1,106. In Surrey out of London, in Sussex, Kent, and Berkshire, the marriages were nearly stationary; in Hampshire they decreased. In the South Mid-lancl, the Eastern Counties, as well as in Wiltshire, Dorsetshire, and Devonshire, marriage was stationary or decreased; in Cornwall and Somersetshire there was an increase. In Gloucestershire marriage was stationary; in Herefordshire and Shropshire the numbers married were unprecedentedly low in Staffordshire, Worcestershire, and Warwickshire-including the chief seats of the Midland iron trade the marriages increased. The marriages rose from 383 in 1848 to 487 in Birmingham.

In Leicestershire, Rutlandshire, and Lincolnshire, the marriages were below, in Nottinghamshire and Derbyshire above, the average number; the excess occurring chiefly in the districts of Nottingham, Chesterfield, and Hay field. The marriages in Cheshire and Lancashire decreased. The decrease was considerable in Liverpool, and greater still in Manchester. In the West Riding of Yorkshire there is an excess; and this is most conspicuous in Sheffield, where the marriages in the five summer quarters ending June, 1847-51, were 283, 273, 289, 339, and 404. In Leeds the marriages were 351 iti the June quarter of 1848 530 and 487 in the corresponding quarters of 1850 and 1851.

In Hull the marriages increased from 147 in the June quarter of the cholera year 1849 to 175 in 1850, but have fallen again to 156. The marriages decreased in the North Riding of orkshire, in Northumberland and Cumberland; increased in the coal districts of Durham. In Monmouthshire and Wales marriages were less frequent than in 1850. It has been observed that the marriages increase after a fatal epidemic and in the present return the marriages, it is seen, have been in excess generally where cholera was most fatal in 1849. The births of children have already been registered, and it is probable that in the year the numbers will not fall short of 600,000. The increase is distributed over all the divisions of the country except the South Midland. INCREASE OF While 150,584 children were born and registered in the summer quarter, 91,600 persons died; leaving an excess of 58,984 in the population. The excess of births over deaths in the first nine months of the present year has been 170,411, which is probably more than equivalent to the actual increase of the population.

It is well known that up to a late period there has been a constant immigration of the Irish and Scotch into England, which appears to have been fully equivalent to the emigra-gration of the English into the colonies and foreign parts but no exacc statistical information on this subject exists. 85,003 emigrants left the ports of the United Kingdom at sanitary measures are neglected. Coventry is in a still Worse condition; the mortality is higher. In the north midland division fhe mortality was high in Nottinghamshire; Leicestershire, Lincolnshire, and Derbyshire enjoyed an average degree of health. In the towns of Leicester and Derby, hpwever, as well a in Nottingham, the mortality was above" the average.

to mean, 4d. Potatoes (York Regents; per ton at Waterside market, Southwark, when the supplv of old potatoes ceased, 90s. to 110s. STATE OF THE PUBLIC HEALTH. The health cf different parts of the country differs widely, and the difference is greatest in summer.

In the ten summer quarters of 1841-50 the mortality in 506 districts, comprising, when the census was taken, 10,126,886 people, was at the rate of 18T5 in 1,000 annually; while in 117 districts, comprising the chief towns, and 7,795,882 people, the mortality was at the rate of 25 in 1,000 annually. Thus, at least, 7 in every 25 deaths which occur in towns are the result of artificial causes. The mortality in the quarter ending September, 1851, was at the rate of 23 and 1793 in 1,000 in the two groups of districts; it was a little below the average in the country, and considerably below the average in the towns. The annual rate of mortality per cent, in all England was, on the average of 10 summers, 2099 in the summer quarter of 1851 it was 2020. London has enjoyed a degree of health above the average in the last summer quarter 13,064 deaths were registered, which was a less number than was registered in the summer quarters of 1847 and 1848, and half the number registered in the summer quarter of 1849, when cholera was epidemic.

During the three months of July, August, and September, more people have passed through or resided temporarily in London, with its 2,361,640 inhabitants, than Mr. Glaisher has given a full and interesting account of the weather. On Sunday week an exciting scene took place in the parish church of Dulverton. immediately before the commencement of the afternoon service. For some time past a tenant of a wealthy baronet has claimed two particular pews for his family and servants, and there being a deficiency of church accommodation, the churchwardens, in the exercise of their duties, thought proper to effect a re-arrangement of the sittfiigs, whereby rate-payers would be better accommodated, who are now put to great inconvenience, and in some cases virtually excluded. The alteration did not suit the views of the party above-named, and accordingly a dispute arose about the servants' pews, and on the day before mentioned, it was occupied by the farm servants en manse, who, acting under instructions, seemed disposed and determined to keep possession. The churchwardens ordered them to leave, and proffered other seats this request was not, however, complied with, and then came the exciting affair of forcible ejectment by constables.
