Is Vann preparing to go beep, beep in Brooklyn? By FRANKLIN FISHER Brooklyn Assemblyman Albert Vann has resigned as head of the Coalition for a Just New York and is considering a bid for the Brooklyn borough presidency, according to the man who has temporarily replaced Vann as leader of the group. The coalition consists of 40 black politicians who have been outspoken in their opposition to Mayor Koch's reelection. The group recently selected Manhattan Assemblyman Herman (Denny) Farrell to oppose Koch. Woman badly burned in hospital bed A 60-year-old Long Island woman with a history of psychiatric problems was in critical condition yesterday after her gown and hospital bed caught fire Saturday afternoon, Nassau County police reported. Augusta Pektus, of Wesley Merrick, suffered second and thin burns over her chest, arms and legs, when her gown and bed in Nassau County Medical Center in East Meadow were engulfed in flames, police said.

A quick-acting nurse was able to extinguish the flames. Pektus was in the hospital after having suffered a drug overdose, a hospital spokesman said. -Robert Gearty Roscoe Brown, a coalition member and the president of Bronx Community College, said yesterday he will serve as Vann's interim replacement until a meeting April 12 at which a new chairman is to be elected. Brown said he is neither seeking the post nor being considered for it. Vann (D-Bedford-Stuyvesant) resigned Friday.

He was unavailable for comment yesterday. Brown said Vann resigned to explore the possibility of running against Brooklyn Borough President Howard Golden. "He's giving it serious consideration," Brown said. The coalition has already endorsed Vann for the borough presidency "if he decides to run," Brown added. In a related development yesterday, Brooklyn State Senator Martin Markowitz (D-Flatbush) said he too may run for the Brooklyn borough presidency and expects to make a final decision by next month.

OBITUARIES DANIEL F. CROWLEY Daniel F. Crowley, 69, retired executive vice president of finance at McGraw-Hill has died at Yonkers. General Hospital after a brief illness, the company said yesterday. Crowley joined McGraw-Hill in 1947 and retired from the publishing company in 1980.

He is survived by his wife, the former Margaret M. Murphy; a daughter, and a son. A memorial service will be held at 10 a.m. tomorrow at St. Matthew's Catholic Church, Hastings-on-Hudson.
